manner as is used in connection with project& for white people; (2) No projects
for the use of Indians shall participate in any benefits: ensuing from Colorado
River Storage Proje~t unless; such Indian Projects shall in all respects be on
an equality with the projects for white people. .

3. RESOLVED Tqat the construction of the Glen Canyon Unit of the proposed
Colorado ~ver Storage Project shall be deferred until such time as it appears that
the Echo Park, Gunn~son River, and other units of that project are inadequate to
serve the needs of 1;.he Upper Colorado River Basin.

4. (Not verbatim) RESOLVED That the first units to be constructed should be
the Echo Park and G~nison River Units.

MR. HUNTER: It is almost dinner time. What are you gentlemen 's desire on
this matter?

JUDGE STONE: I,et us have the :resolutions read one by one and act on them.
MaYbe we can finish up this morning and won't have to come back after dinner.

MR. BREITENSTEIN: (Reread Resolution No.1).

JUDGE STONE: The resolution has \:sen read. Does someone wish to move that
this be approved as'read?
MR. McDANIEL: Jfuat all is covered by the word "detail"?
MR. BREITENSTE]]J: By "details" we mean to go into all the small features of
the report such as sediment, holdover storage, evaporation, reservoir capacities,
economics, etc.

MR. McDANIEL: !ioea; it mean that you will select the participating projects?

MR. TIPTON: "Detail" has no referen<::e to participating projects. Participa-
ting projects are not included in the present report. (Gave long discussion of
minor items that wOuld be considered as details).

MR. .llISON: I believe the overall plan is a good plan but I'm not willing to
say what projects shQuld be constructed first, second, etc. More thought should be
given to the criteria tl1at is to be used in d8lliermining what sho\l1d be constructed
first. No sites havt;l been chosen on the San Juan River. No detennination has yet
been made why no reservoirs were chosen on the Upper San Juan. The Glen Canyon
site is of no immedi~te benefit to the Upper Basin. I believe all possibilities
should be explored b~fore making a detennination of what should be constructed.

MR. LARroN: (Describes the proposed electrical circuits and inteconnections)
A small plant at the .)3luff Site in the beginning could not serve the power market
without tremendous c~st.

MR. McDANIEL: Will you read the first resolution again?
MR. BREITENSTEIN I (Reads: first resolution again).

MR. McDANIEL: Tpis meeting includes; people from New Mexico. The resolution
is resolved by whom?

JUDGE STONE: It. is understood that these resolutions involve the Colorado
interests only.

MR. McDANIEL: Tl'lGln I move that the resolution be adoptGld as read by Mr.
Breitenstein, -7w

"'-"
