-9-

In respol)se to ,a question as to whether the Uncompahgre Project could parti-
cipate in the 'revenUe fund, Mr. Larson eXPlained that this fund was intended to be
used over and'aboveithe repayment ability of a Froject, and that the ,Uncompahgre
Project repayrtlent a~ility had been determined through a detailed study. He also
informed the group ~hat the Dewey dam had not been abandoned as a possibility but
that because of hig~ evaporation losses and the necessity for railroad relocation
it was not cortsider~d as an alternate in case Glen Canyon was not built.

Judge H~hes ~quired regarding the efforts of the Bureau to report on
projects in Western polorado, particularly the San Miguel project, so that they
might become eligib~e for participation.

Mr. Larson sta;ted that the work was limited by the available funds and ex-
plained how the inve~tigational funds had been divided between the various states.

Judge Stone indicated that if there was no objection the Colorado Ylater Con-
servation Board woul~ assume that the Minnesota Unit of the Faonia project, the
Silt, Smith Fork, Pipe River Extension, Florida, La Plata, Little Snake and 'Lblores
projects would be in~luded in the initial list of participating projects, and that
other projects'couldjparticipate at any time in the future as reports were ,com-
pleted, and the cons~ruction and operation of the main stem reservoirs resulted in
sufficient surplus revenues.

A discussion f91lmved regarding the status of the Ridgew~ project as a
participant in the C$lorado River Storage Project. fur. Larson and Mr. Jex de-
scribed the Ridgew~jproject as a part of the Gunnison River project for replace-
ment of water now diterted from the Gunnison to the Uncompahgre. It would also
contain flood control features for the protection of the Uncompahgre Valley, and
pm1er revenues from ihe Gunnison River project would assist in repayment. Studies
on the project are not complete.

~~. Weller ask4d whether participating projects would be presented for
authorization to Co~ress indiVidually.

,
Judge St~ne an4 11~. N. B. Bennett of the Branch of Project Planning, U.S.B.R.
described the proced~re under which an initial report, covering the first units 'of
the Colorado River S~orage Project along with a list of participating projects on
which reports are co~plete, will be presented to Congress for authorization as a
group. If suo" an a~thorization is made; appropriations for construction will be
made by Congress fron! year to year. As reports are completed on future projects,
they would be submitt;ed to Congress for authorization along with statements as to
their feasibility an~ availability of revenues in the pool.

Mr. Smith made ~n inquiry as to the appropriation for the irrigation of cer-
tain lands in the Gr~d Valley project which require pump lifts.

- ,~."-,~ - '" ~.- -

"
2i> _::'~
