Upon the seconaing of the motion it was put to a vote ana' , <br />carried unanimously. <br /> <br />Mr. Hoggatt discussed with Mr. Larson the road survey which had been made, and <br />offered to send a report on the survey to the Bureau of Reclamation. <br /> <br />Mr. B.Frank W~rd asked if there would be any confiict of interest between <br />the Bureau of Reclalllation and the National Park Service, since the Echo Park site <br />is within the boundaries of a National Monument. <br /> <br />Judge stone replied that the Bureau of Reclamation and the National Park <br />Service are both in the Department of Interior and the state cannot give an <br />opinion on this question. <br /> <br />Mr. Larson informed the group that the Park Service has a policy opposed to <br />the marring of natural beauty. The Bureau of Reclamation believes that Echo Park <br />will create a good recreation center, and he is confident that an agreement can <br />be reached. <br /> <br />.. <br /> <br />~. Ward told of a conference which he and Mr. Stringham had held with repre- <br />sentatives of the Park Service. Results were at first negative but further <br />.. negotiation has resulted in a request from the Park Service for a letter on the <br />matter This letter has been written and signed by Mr. Stringham, Mr. Ward and <br />Mr. W. R. Wallace. He further stated that he would like to have a resolution <br />drafted to the effect that the National ],;onument boundaries should be restricted <br />in order that Zcho lark may be built. Either the boundary could be restricted to <br />the Colorado-Utah border, or permission obtained from the National Park Service <br />for construction of the dam. He then moved that such a resolution be sent to the <br />National Park Service and the Secretary of the Interior. The motion was duly <br />seconded. <br /> <br />!!!td"ll'J1!!.ccOlllIlle\'lted that the value of the Monument might be enhanced if left <br />as it is, except for the actual area of the Echo Park reservoir. <br /> <br />Mro Ward stated that the intent of the motion was that the permission to re- <br />move the reservoir area from the Monumemt would result in enhancing its value. <br /> <br />~~2 Sto~ suggested that the motion should be considered general in charac- <br />ter, and that this lneeting should accept the principle and that the resolution <br />should be drafted later by Mr. Ward, IiJr. Pughe and Mr. Stringham. <br /> <br />" <br /> <br />Mr. Str.ii.ngham suggested that Split Mountain be included in the resolution. <br />The motion was put to a vote and carried unanimously. <br /> <br />,>< '.'.i <br />
