Fairchild <br />August 19, 1974 <br />Page four <br /> <br />3. stream Classification, Hydrology, Water Quality, <br />and Environmental Protection. <br /> <br />This division maintains records and conducts hydro- <br />logical studies of all water resources in the state; compiles and <br />maintains records of water use in the state; recommends minimum <br />stream flows and lake levels; investigates and makes recommendations <br />concerning the environmental impact of water resource development <br />and usage; assists all state agencies in the acquisition of water <br />rights for authorized purposes; and investigates and makes recom- <br />mendations concerning the establishment of special use areas-- <br />wilderness areas, wild and scenic rivers--insofar as such special <br />use areas might affect the development and use of water resources. <br />These duties require continuous liaison and coordination with <br />several state agencies--Division of Water Resources, Division of <br />Wildlife, Division of Parks and Outdoor Recreation, Geological <br />Survey--and numerous Federal agencies, including the U. S. Geological <br />Survey, the Environmental Protection Agency, the Bureau of Land <br />Management, the Forest Service, the Fish and Wildlife Service, and <br />others as appropriate. <br /> <br />, <br /> <br />Arkansas River Basin <br /> <br />1. P1anriinq Activities <br /> <br />Appraisal investigations to provide additional detail <br />on development potentials in the Basin were continued during the <br />fiscal year. This involved primarily the development and prepara- <br />tion of data for use in Phase I of the Colorado State Water Plan. <br />This consisted of the preparation of detailed analyses of present <br />water uses, descriptions of current water and land development and <br />analyses of economic conditions. Major problems in the Basin concern <br />the magnitude of water depletions and the deterioration of water <br />quality in the lower reaches of the valley. These problems will be <br />given special considerations and possible ways to alleviate these <br />conditions will be stressed in the continuing studies. <br /> <br />Salinity and water quality studies, in cooperation with <br />the State Engineer's office, were continued. Periodic water quality <br />samples were collected to determine the effect of natural springs <br />on salinity content in the river from the Oxford Ditch service area, <br />
