Fairchild August 19, 1974 Page twenty River Basin Commission (MRBC) , the Colorado Water Pollution Control Commission, the Field Advisory Committee (USDA), the Co1orado-Westwide Study Team, and the Colorado State Study Team. In addition to the above, staff members served on several steering committees and work groups responsible for leadership in conducting feasibility studies by the Bureau of Reclamation, Type IV River Basin Studies by the U. S. Department of Agriculture, the Metro- politan Water Management Study by the Corps of Engineers, and the National Assessment under the guidance of regional sponsors. The Missouri River Basin Commission completed its second full year of activities. A staff member of the Board serves as Colorado's member on the Commission. During FY 1974, the Colo- rado member was appointed to a committee responsible for exercising leadership in the Commission's effort to update the Missouri River Basin Comprehensive Framework Study. The Board is represented on the Committee of Fourteen by the Deputy Director and the Board's attorney. This committee was reconstituted in 1962, at the request of the U. S. State Department, to help the United States and the Republic of Mexico to arrive at a solution of the salinity problem in the Colorado River. In March 1972 the President appointed a task force to make an intensive study of the salinity problem. This task force called on the Committee of Fourteen for counsel and advice during the study. As a result of many joint meetings between the two groups in FY 1974, Minute 242 was signed in Mexico City by repre- sentatives of the two countries in August 1973. Following approval of Minute 242, the Committee had many internal meetings and meetings with representatives of Federal agencies during FY 1974. Members of the Committee also maintained close liaison with members of Congress from the Colorado River Basin states. This effort resulted in the enactment of the Colo- rado River Basin Salinity Control Act, which was signed by the President in June 1974. The Board is a member of the Colorado Water Congress and participates actively in the deliberations of this body. The Board assists the Water Congress in recommending and reviewing state and Federal legislation concerned with water matters.
