Fairchild <br />August 19, 1974 <br />Page twenty <br /> <br />River Basin Commission (MRBC) , the Colorado Water Pollution <br />Control Commission, the Field Advisory Committee (USDA), the <br />Co1orado-Westwide Study Team, and the Colorado State Study Team. <br />In addition to the above, staff members served on several steering <br />committees and work groups responsible for leadership in conducting <br />feasibility studies by the Bureau of Reclamation, Type IV River <br />Basin Studies by the U. S. Department of Agriculture, the Metro- <br />politan Water Management Study by the Corps of Engineers, and the <br />National Assessment under the guidance of regional sponsors. <br /> <br />The Missouri River Basin Commission completed its <br />second full year of activities. A staff member of the Board serves <br />as Colorado's member on the Commission. During FY 1974, the Colo- <br />rado member was appointed to a committee responsible for exercising <br />leadership in the Commission's effort to update the Missouri River <br />Basin Comprehensive Framework Study. <br /> <br />The Board is represented on the Committee of Fourteen by <br />the Deputy Director and the Board's attorney. This committee was <br />reconstituted in 1962, at the request of the U. S. State Department, <br />to help the United States and the Republic of Mexico to arrive at <br />a solution of the salinity problem in the Colorado River. <br /> <br />In March 1972 the President appointed a task force to <br />make an intensive study of the salinity problem. This task force <br />called on the Committee of Fourteen for counsel and advice during <br />the study. As a result of many joint meetings between the two <br />groups in FY 1974, Minute 242 was signed in Mexico City by repre- <br />sentatives of the two countries in August 1973. <br /> <br />Following approval of Minute 242, the Committee had many <br />internal meetings and meetings with representatives of Federal <br />agencies during FY 1974. Members of the Committee also maintained <br />close liaison with members of Congress from the Colorado River <br />Basin states. This effort resulted in the enactment of the Colo- <br />rado River Basin Salinity Control Act, which was signed by the <br />President in June 1974. <br /> <br />The Board is a member of the Colorado Water Congress <br />and participates actively in the deliberations of this body. The <br />Board assists the Water Congress in recommending and reviewing <br />state and Federal legislation concerned with water matters. <br />
