Fairchild <br />August 19, 1974 <br />Page seventeen <br /> <br />Section 66-28-703 of the 1972 Colorado Water Quality <br />Control Act requires that the Water Quality Control Division, <br />Department of Health, establish and conduct a continuing planning <br />process for coordinated water treatment management as required by <br />Sections 303(e) and 208 of the 1972 Amendments to the Federal Water <br />Pollution Control Act. <br /> <br />Initially, three types of management plans will be <br />developed in the planning process. These are Basin Plans (303 type <br />plans), Areawide Plans (208 type plans), and Facilities Plans (303 <br />type plans). <br /> <br />During FY 1974, Basin Plans were prepared for the <br />Republican River and the Cimarron River Basins. <br /> <br />Water Riqhts Acquisition <br /> <br />Staff members of the Colorado Water Conservation <br />Board act as advisors or consultants on water matters to other state <br />agencies. This is especially true in the state's effort to establish <br />and maintain permanent recreation pools in selected reservoirs. <br /> <br />An application for a change in water right was made <br />in the Water Court for Water Division 2 to allow the water, which <br />corresponds to state-owned shares in the Catlin Canal Company, to <br />be used for the establishment and maintenance of a permanent recrea- <br />tion pool in John Martin Reservoir. Several statements of opposition <br />were filed in the Court by water users, and out-of-court negotiations <br />begun. The principles of a mutually acceptable transfer plan were <br />formulated in the negotiations. <br /> <br />Acquisition of water rights for the establishment <br />and maintenance of permanent recreation pools in Chatfield and Bear <br />Creek Lakes were continued. <br /> <br />Water Proiects Construction Fund <br /> <br />In 1971 the ColoradO General Assembly enacted <br />legislation authorizing the Colorado Water Conservation Board to <br />enter into contracts for construction of projects which will <br />conserve and utilize the water and power resources of the state. <br />This legislation also created the Colorado Water Conservation Board <br />
