Fairchild <br />August 19, 1974 <br />Page fifteen <br /> <br />Rehabilitation of the Gunnison Tunnel (Uncompahgre <br />Project) was continued during FY 1974. <br /> <br />Colorado state Water Plan - Appraisal Investigation <br /> <br />The purpose of this appraisal investigation is to develop <br />alternate plans to meet the future needs of Colorado. The study <br />will determine the water supplies available and the long-range <br />water requirements in each water resource region of Colorado. The <br />study is closely coordinated with other water planning activities <br />being conducted under the Water Resources Planning Act, to avoid <br />conflicting appraisals and to eliminate duplication of effort. All <br />potential ways of augmenting Colorado's water supplies for existing <br />or potentially water deficient areas will be evaluated, including <br />weather modification, desalting, conservation, reuse of water, and <br />surface water imports. <br /> <br />The colorado state Water Planning activity was initiated in <br />FY 1970, and in FY 1971 the planning effort was continued under the <br />Western U. S. Water Plan Study. This continued through FY 1973, <br />culminating in a Colorado Westwide Study Team Report. During <br />FY 1974, the remaining studies and Plan of Development for the <br />Colorado state Water Plan were continued. The report will be in <br />three phases. The Phase I Report entitled "Appraisal Report on <br />Water and Related Land Resources and Their Present Utilization" <br />was distributed to state and Federal agencies in February 1974. <br />The Phase II Report entitled "A Report on Legal and Institutional <br />Considerations" is expected to be ready for printing and distribu- <br />tion during August 1974. The Phase III Report entitled "Plans <br />for Development" is expected to be ready for distribution in <br />FY 1975. <br /> <br />2. Other Accomplishments <br /> <br />Environmental and Water Quality Improvement <br /> <br />The 1973 ColoradO General Assembly enacted legislation <br />charging the ColoradO Water Conservation Board with the responsibility <br />of making appropriations of water for such minimum stream flows as <br />are required to preserve the natural environment to a reasonable <br />degree. <br />
