I.

,

.

.

9

Gall~p-Navajo Indian Water S~pply ?roject

The Southvtat leCion has completed evaluation of various alternatives for the
developaent of additional water s~pplies from the San J~an River to meet imme-
diate and lona-tera needs for the city of Gallup and several Navajo Indian
co.-unitie. on the ea. tern portion of the Navajo Reservation. The Regional
Direetor's Planning Report/Draft Environmental Statement was submitted to the
Coaaisaioner's offiee on November 10, 1983. Letters of intent s~pporting the
projcct were provided by t~e city of Gallup and the Navajo Tribe. The aeeept-
able project plan proposes an ultimate annual diversion from the San Juan River
of up to 42,720 acre-feet to provide water to serviee areas in New Mexico,
Arizona, and Utah. The total annual diversion requirement for communities in
New Kaxico is 34,550 acre-feet with a corresponding depletion of 29,300 aere-
feet. Projected depletions for serviee areas in the Statea of Arizona and Utah
are 6,990 acre-feet and 1.180 acre-feet per year, respectively. The So~th..st
Region incl~.ion of a 5,300 acre-foot depletion for the Shiproek area coaa~nities
duplicate. service to some extent for the Anima.-La Plata Project that va.
incl~ded in the Colorado River Basin Project a~thorization. ongoing project
planning for Gallup-NavajO Indian Water Supply Projeet will continue to provide
for service to the Shiprock area until such time a. the tribe may elect to
eontraet for such serviee from the Animaa-La Plata Project. If and when this
oceurs, the plan for Gallup-Navajo Indian Water Supply Project will be
reform~lated aecordingly.

Present vater s~pply studies indicate that, with full utilization of 34,100 acre-
feet of water by the Navajo Powerplant at Page, Arizona, there is no water
remaining to be developed within Arizona's 50,000 acre-foot apportionment of
Upper Colorado River Basin water to cover the projected 6,990 acre-foot deple-
tion for the Navajo coaaunities in Arizona. The Arizona Department of Water
Reso~rces has indieated to the So~thwest Region, by letter dated January 18,
1982, that it is unlikely that the powerplant will ~tilize the f~ll contract
amount of 34,100 aere-feet per year and that the 6,990 acre-foot depletion for
the Navajo coaaunities could be available by year 2025.

!1ammond Proj ee t

The project vas authorized as ona of the initial participating projects of the
CRSP by Aet of Ap~il II, 1956. The p~oject was turned over to the Hammond
Conservancy Distriet for operation and maintenance effective January I, 1974.
The project provide. an irrigation supply for 3,933 acres. The project deple-
tions currently average 8,000 acre-feet a year and fully developed projeet
depletions of 10,000 acre-feet a year will be oeeurring by 1985.
