The effects which these potential EET developments
and the associated gro"th "ould have on the hydrology
of the Upper Basin.

4. The effects "hich these potential EET developments
and the associated growth would have on the water
quality of the Upper Basin.

5. The estimated monetary cost of providing water supplies
to these potential EET developments and associated
growth.

6. The estimated monetary cost of managing the waste-
waters which might be generated by these two EETs.

7. The social, economic, and environmental impacts which
would result from the development of water supplies
for these potential EET developments and the associated
growth (including impacts resulting fro~ red~ctions
in the amount of water available to other water uses,
both consumptive and nonconsumptive).

Study Conduct and Products

The Executive Director's Office, Colorado Department of Natural
Resources, was the study manager for this assessment. In this capacity,
the Department was responsible for the day-to-day conduct of the study.
However, several Federal agencies and private consulting firms, as
noted in the "Acknowledgments," were instrumental in performing the
analyses upon "hich many of this report's findings and conclusions
are premised. The work performed by those agencies is, with the two
exceptions noted below, incorporated herein.

This report serves to summarize the results of the Upper Colorado
River Basin l3(a) assessment. As a slli~~ary report, extensive documen-
tation of background information, data sources, and references, assump-
tions, analytical methodologies, and results and findings have been
omitted. However, such detailed information'has been compiled in a
report entitled Upper Colorado River Basin l3(a) Assessment: The '
Availability of Water for Oil Shale and Coal Gasification Development
in the Upper COlorado River Basin, Technical Report. This report is
available upon request from the Executive Director's Office, Colorado
Department of Natural Resources, 1313 Sherman Street (Room 718), Denver,
Colorado, 80203.

xvi
