<br />.' <br /> <br />,. <br /> <br />Metropolitan Water Supply Investigation Proposal <br />Hydrosphere, Inc. <br /> <br />Septmber 17, 1993 <br />Page 43 <br /> <br />we suggest that an effort be made to identify and study in detail no more than three scenarios <br />specific to the Barr Lake Plan. <br /> <br />This task would also focus on how to best dovetail the overall MWSI Project process <br />with other ongoing water supply planning efforts in order to efficiently and comprehensively <br />explore metro Denver area water supply planning options. <br /> <br />As the most promising water supply opportunities are more specifically defined it will <br />also be necessary to identify associated technical, environmental and institutional issues that <br />will need to be addressed in the study process. As these issues emerge, evaluation criteria <br />should be defined to measure the comparative benefits and costs of various options. Evaluation <br />criteria could include factors such as impacts on irrigated agriculture, impacts on wetland, <br />impacts on water quality, the cost of facilities required and federal, state and local permitting <br />requirements. <br /> <br />Work under this task would be accomplished through a series of work sessions with <br />TSC and with major interested parties including Denver Water, Northern Colorado Water <br />Conservancy District, Metro Denver Reclamation District, the Barr Lake Companies, and the <br />Arapahoe County and Douglas County water groups. <br /> <br />Linkages With Other Tasks <br /> <br />This task will more specifically define all other tasks in the Project and should precede <br />all other substantive investigations. <br /> <br />Likely Sources of Information To Be Used <br /> <br />A wide variety of input would be received from TSC members and other water interests. <br />OSE data related to surface water diversions, wells and groundwater use would also be initially <br />reviewed. <br /> <br />Anticipated Problems <br /> <br />It will be critical to effectively narrow and specify the most promising water supply <br />opportunities to a manageable number for study. Scheduling problems related to effectively <br />dovetailing the Project with other important ongoing water supply planning efforts may also be <br />challenging. <br /> <br />Deli\lerables <br /> <br />A task memorandum would be prepared summarizing the results of the scoping efforts. <br />This memo would identify the parties that must be involved in the analysis of the identified <br />opportunities and describe the nature of their interests and expertise. It would describe the <br />systems integration options identified in the scoping process and would present any issues and <br />concerns identified by the interested parties. It would summarize the availability of existing <br />information and models including the status and scope of ongoing studies. <br /> <br />Cost <br /> <br />The initially estimated budget for this task is $18,000. <br />
