In addition, the members of the <br />TSC will provide the primary communication mechanism between the MWSI Project and the <br />Front Range Water Forum. <br /> <br />Methodology and Evaluation Techniques <br /> <br />The State and the Front Range Water Forum would be responsible for TSC selection, <br />with input from the Project team as requested. TSC should include key parties and interests <br />that must be involved in the study process by virtue of their areas of expertise and their <br />importance to system integration possibilities. Likely TSC member organizations include: <br />Denver Water, Aurora, Arvada, Thornton, Westminster, Arapahoe County Utility Advisory <br />Board, the Douglas County Water Resource Authority, the Northern Colorado Water <br />Conservancy District, the Colorado River Water Conservation District, the Barr Lake <br />Companies, the environmental and agricultural communities, and the Metro Denver <br />Wastewater Reclamation District. <br /> <br />Throughout the course of the MWSI Project it will be necessary for the project manager <br />or designated members of the study team to consult directly with a representative of the TSC <br />regarding technical and procedural issues and questions. We would therefore suggest that the <br />TSC designate a chairperson to serve as a contact person for the consulting team. <br /> <br />We recommend that, as one of its first tasks, the TSC develop groundrules establishing <br />channels for communication between interested parties and the consulting team, rules for <br />conducting meetings and mechanisms for dispute resolution. Groundrules should also establish <br />guidelines for dissemination of information to the public and the news media regarding the <br />status and progress of the study. <br /> <br />Linkages With Other Tasks <br /> <br />TSC will be involved in an oversight and review capacity throughout all aspects of the <br />investigations and thus will have input to all of the other tasks. <br /> <br />Likely Sources of Information To Be Used <br /> <br />The primary source of information for this task will be Governor Romer's Executive <br />Order creating the Front Range Water Forum. <br /> <br />Anticipated Problems <br /> <br />Because of the large number of interests associated with water supply planning, it would <br />not be surprising if there are many request to expand the size of the TSC to include additional <br />representatives. We believe that the TSC, as constituted in the Draft Executive Order, <br />provides a sufficiently broad base of representation while maintaining a manageable number of <br />representatives. Expansion of the size of the TSC will tend to increase management problems <br />and diminish its effectiveness as a working group. <br /> <br />It should be recognized that historically, many of the interested parties to be involved in <br />the TSC have had competitive and adversarial relationships. These parties must be assured <br />that information sharing through the course of these investigations will not be used for <br />purposes outside the context of the MWSI Project. <br />
