All water rights senior to the Aspinall Unit water rights were removed from this list <br />(rights senior to administration number of 39398.00000 which is a priority date of November 13, <br />1957). The list was then sorted for water rights within the study area, which qualify for the <br />subordination of Aspinall Unit water rights under the Subordination Agreement. Next, the <br />Aspinall Unit water rights and any water rights for minimum instream flow or rights for minimum <br />natural lake levels were eliminated from the list. Finally, the conditional water rights that could <br />benefit from the Subordination Agreement, but were not exercised during the 2001 irrigation <br />year, were excluded from the list. In addition, any undecreed diversions and depletions were <br />excluded. <br /> <br />Appendix A is a listing of the 2,238 water rights which qualify for subordination of <br />Aspinall Unit water rights under the Subordination Agreement during the 2001 irrigation year. If <br />there is more than one water right associated with a given structure, then a separate row is <br />shown for each water right. These additional water rights were added primarily because of the new <br />water right decrees granted in 2001. Appendix C is a listing of the one water right that was <br />removed. There are 40 water rights that have a change in the structure identification associated <br />with the water right since the 2000 Subordination report. Appendix D lists the "old" and <br />"revised" structure number for these 40 water rights. <br /> <br />3.0 DIVERSIONS AND DEPLETIONS <br /> <br />The Division 4 Engineer administered the Upper Gunnison basin with an Aspinall Unit <br />call continuously from November 1, 2000 through October 31. 2001. Therefore, all of the <br />diversions and depletions by upstream water rights junior to the Aspinall Unit qualify for the <br />subordination of Aspinall Unit water rights under the Subordination Agreement. These <br />diversions were summarized, and their associated depletions were calculated, as shown in the <br />columns entitled "Diversions" (column 17) and "Depletions" (column 18) in Appendix A. Only the <br />diversions and depletions associated with the water rights with priorities equal to or junior to the <br />Aspinall Unit water rights are listed. Any depletions and diversions at a structure from water <br />rights with priorities senior to the Aspinall Unit water rights are not shown in Appendix A. <br /> <br />3 <br />
