Provide reserve water to meet the base uSe demands for <br /> <br /> <br />2,500 taps assuming a recurrence of the 1978 drought and <br /> <br /> <br />McBroom Ditch calls of 10.6 cfs. <br /> <br />b. Provide more than enough storage to meet the total demand <br />of 4,000 taps for a recurrence of the 1954 drought, and <br />McBroom Ditch calls of 10.6 cfs. <br /> <br />c. Provide a reServe in case of senior calls during non- <br /> <br /> <br />irrigation periods from Reservoirs who have priority over <br /> <br /> <br />Evergreen's No.2 right during non-irrigating months. <br /> <br />d. Provide reserve in case of senior calls from South Platte <br />River rights. <br /> <br />5. <br /> <br />Several possibil ities for obtaining storage exist. A new <br /> <br /> <br />reservoir could be constructed, or purchase of existing storage <br /> <br /> <br />space could possibly be made, such as from Soda Lakes. A logical <br /> <br /> <br />possibil ity is the existing Evergreen Reservoir. The Evergreen <br /> <br /> <br />Reservoir decree provides for 660 acre-feet for municipal use <br /> <br /> <br />including watering of lawns and gardens. Temporary lowering <br /> <br /> <br />of the water surface in the Evergreen Reservoir may not be intolerable <br /> <br /> <br />once every 15 to 20 years. A more senior storage priority might <br /> <br /> <br />be achieved by the transfer of the Evergreen Water System's No.3 <br /> <br /> <br />priority diversion water right to a storage right. Or by transfer <br /> <br /> <br />of Some of the other rights owned by the system. <br /> <br />~ <br /> <br />Historic Water Sales <br /> <br />The Evergreen Water System owned by Public Service Company, <br /> <br /> <br />experienced an average customer growth rate of 86 per year over the <br /> <br /> <br />past five years. Table 1 shows the average number of customers supplied <br /> <br /> <br />and sales of water for the system for the 1973 through 1978 period. <br /> <br /> <br />The maximum total annual sales for this period was approximately 265.2 <br /> <br />-3- <br />
