<br />In all suggestions made there are certain simple under- <br /> <br />lying principles. Our problem at the start may ,10.11 be a <br /> <br />discussion of principles. The actual form of documentation <br /> <br />or reduction of those principles is secondary and can be got <br /> <br />"The United States of America arid the states of Arizona, <br />California, Colorado, New Mexico, Nevada, Utah and Wyoming, <br />being desirous of providing for tho oquitable distribution of <br />the waters of Colorado River and its tributarie3 among the <br />said States, and of protecting the interests of the United <br />States therein; cif removing all causes of controversy bet,leen <br />said states appertaining to said river and its waters, and <br />being moved by considerations of interstate comity, have re- <br />solved to conclude a compact for these purposes, and <br /> <br />"1tlllEREAS, There is urgentnecessi ty for the inunediate <br />control of the floods of the Colorado River in such manner as <br />to remove permanently the menace of overflow and the con- <br />sequent loss of life and destruction of property and to <br />conserve for beneficial>uses the unused waters of the river, <br />and to that end there should be constructed at the earliest <br />possible date a. large dam or dams at some s1;titable point or <br />points on the lower river of sufficient size to form a reser- <br />voir with capacity to store at least the average annual flow <br />of the river; and <br /> <br />"1tlBEREAS, by authority of the Congress of the United <br />States and of the ~egislatures of each of the States of <br />Arizona, California, Colorado, Nevada; New Mexico, Utah; arid <br />1t1yoming, a conunission composed of a:representativo of the <br />United States of America and.of each of said states has been <br />duly appointed to negotiate and ent0r into a Compact respecting <br />the future utilization and disposition of tho wators.of the. <br />Colorado River and its tributarie~ to the end that the rights <br />of the United states and of each of said States inter sese with <br />respect to said waters may be definitely fixed and determined <br />and the proper and full dovelopment of the region included <br />within the Col?rado River Basin be advanced thereby: and <br /> <br />llth_S.F. <br />4 <br /> <br />12 <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />\' <br /> <br />. <br /> <br />12 <br />
