<br />,1H~REAS, it is the understanding of this League, from in- <br />formation presented by Hon. Arthur P. Davis, Direotor of the United <br />St"tes Reolamation Servioe. that the water supply of the Colorado <br />River drainage is suffioient to supply the present and future <br />neoessities of all of the States'whose territory is involved and that <br />all present and future interferenoe with development upon or from the <br />upper reaches of the stream should be avoided: <br /> <br />NOW. THEREFORE. BE ,IT RESOLVED That the League favors the <br />early deyelopment of all possible bene!ioial uses of the waters of the <br />stream upon the upper reaches of the stream and its tributaries along <br />the lines set forth in the resolutions adopted at the Salt Lake Coa- <br />ference of January 21-31. 1919. and that present and future restrictions <br />upon such development by withholding or conditional granting of appli- <br />oationA for rights of walf aoross public lands for irrigation works <br />should be disoontinued and that such applications should be granted <br />with that degree of dispatch which will permit the construction of all <br />suoh projeots while finanoial and other means are at hand and opportunity <br />for construotion exist_9 <br /> <br />~l,I: \; }:' i" ., <br /> <br />BE IT RESOLVED. that it is the sense of this Conference that the <br />present and future rights of the several states whose territory is in <br />Whole or in part included within the drainage area pf the Colorado River, <br />and the rights of the United States, to the use and benefit of the <br />waters of said stream and its tributaries. should be settled and deter- <br />mined by oompact or e.g~eement between said states and the United States, <br />with consent of C.agress. and that the Legislatures of said states be <br />requested to authorize the appointment of oommissioners for eaoh of said <br />state. for the purpose of entering into such compact or agreement for <br />subsequent ratifioation and approval by the Legislatures of each of said <br />states and the Congress of the United states," <br /> <br />Pursuant to the last quoted resolutions and at the request of <br /> <br />Governor Campbell of Arizona, President of the League, bills were drawn <br /> <br />for submission to the Legislatures of the seven states involved and were <br /> <br />forwarded to those states during January. 1921. These measures provide <br /> <br />for the appointment of a joint high commission to be oomposed of re- <br /> <br />presentatives o!' the seven states and the United states for the purpose <br /> <br />of negotiating and entering into a treaty or compact respeoting the future <br /> <br />utiliBation and benefits of the waters of the Colorado River. <br /> <br />In harmony with this action'by the seven Colorado River states, <br /> <br />speoial bills were prepared for interstate oommissions on four other <br /> <br />streams rising and flowing within the Sta'i:e of Colorado, viz. the Arkansas, <br /> <br />Ii' <br />
