How the Ordinance Operates <br />The ordinance is designed to assure! that subdivided <br /> <br />land is suitable for its intended'use,that innocent purchasers <br />will not be damaged by erosion or flood, and that the com- <br /> <br />munity will not be forced to bear extraordinarY costs for <br /> <br />protection of flood hazard areas, erosion oontrol, and exten- <br /> <br />sian of facilities such as roads, sewer and water into such areas. <br /> <br />Facilities, when damaged, must be repaired at public expense. <br /> <br />To achieve these objectives, the subdivider is required to <br /> <br />submit a detailed plat which must be approved by a plat <br /> <br />review agency. He must show that the land can be used for <br /> <br /> <br />its intended purposes and must install necessary facilities. <br /> <br />Evaluation of the proposed subdivision is a two-step <br /> <br />j;:i!:;.~~a:;.~~~.. ;:'i~::t:, :~t..G ~~~~i:vi...:lE::r mU6t 6ul>mit Ct. Detailed <br /> <br />engineering evaluations are often necessary at this stage. <br /> <br />Once the tentative plan is approved, the subdivider must <br /> <br />submit a final plan including much of the basic information <br />cont~ined on the preliminary plat with some deletions and <br /> <br />additions. The subdivider must either construct'necesRary <br /> <br />improvements prior to final plat approval or must post a <br /> <br />performance bond to assure that the improvements will be <br />constructed as promised. <br /> <br />",-', <br />fd~~ <br /> <br />The review agency approves the plat subject to appro- <br />priate conditions only if it complies with all the require- <br />ments of this ordinance and other applicable state and local <br />
