The <br />project costs allocated to the non-Tribal participants are <br />reimbursable and may be satisfied upon the payment in full <br />ofthe non-Tribal water capital obligations prior to initiation of <br />construction. However, the non-Tribal capital obligations will <br />be subject to a final cost allocation upon project completion <br />and may warrant additional payment.
