.'~.

3220

change of use from irrigation to irrigation, domestic, commercial, industrial,
municipal and all beneficial uses

AGRICULTURAL IMPACTS - As a result of the sale by irrigators, the Southeastern Colorado
Water Conservancy District has refused to replace sold water with Fryingpan-Arkansas Project
water. The irrigators have been short of water in many years. This sale reduced the water supply
available to the farmers under the Colorado Canal Company. This reduction was primarily early
water that averaged approximately 50,000 acre feet used to start a crop, Therefore, the result was
a change in farming patterns under this Canal Company to less valuable feed crops.

ECONOMIC IMPACTS - Reduced the overall gross income of the area and contributed to
the decline of Crowley County. This decline could be felt in almost every segment of the Crowley
County economy as well as all surrounding areas.

SOCIAL IMPACTS - This resulted in the loss of young farmers and young adults that were
willing to remain in the area because of the loss of opportunities for adequate employment.

ENVIRONMENTAL IMPACTS - Marginal farms were abandoned without any attempt to
revert back to a natural state. Weeds and blowing dust appeared in the area, The cities of Aurora,
Colorado Springs, Pueblo and Pueblo West purchased approximately 94 percent of this Twin Lakes
Reservoir water for growth and development.

( )

COMMENTS - Information from case decision, Tom Simpson, Water Resources Specialist,
Southeastern Colorado Water Conservancy District, 12/11/92; Len McDaniel, District Manager,
Pueblo West Metropolitan District, 12/11/92; Douglas Kemper, Water Resources Manager, City of
Aurora, 12/11/92; Gary Bostrom, Acting Manager, Water Resources and Planning Division, City of
Colorado Springs, 12/23/92; research and comments by Kevin Pratt; impacts by Bill Milenski.

, ,
(,)

A2-1O
