Any ftlture irrigation development is going to be costly, and power <br /> <br />revenue from main stream control works must pay a share of the burden. Nevertheless, <br />the water user and possibly others in the area which directly benefit from suCh <br />irrigation development are expected to repay to the maximum of their ability. The <br />Administration and Congress are much more likely to act if there is solid evidence <br />of willingness to assume this responsibility. <br />This, then, is a brief rtlndown of water development prospects in the Snake <br />River basin, snd particularly here in southwestern Idaho. By way of summary, let me <br /> <br />reiterate these points: <br /> <br />1. Tbe Administration has indicated in most positive declarations, that <br />reclamation development will proceed on an orderly and planned basis. <br />2. The Bureau of Reclamation will continue with authorized construotion and <br /> <br />hasten future investigations of possible upstream storage and dO'ltlstream development <br /> <br />whiCh can pave the way for ftlture irrigation expansion. <br /> <br />3. We invite and expect local participation in all phases of project planning <br /> <br />and development. <br /> <br />4. There must be local assumption of responsibilitt for irrigation payments.. <br />There is no question but that ftlture irrigation expansion in Idaho is necessary <br />and desirable.
