1
....

00.'''' ,'I:'
~ L. '-' U (

.

.

A recent article in a national periodical asserted that most Reclamation
projects are promoted and sponsored by the Chambers of Commerce. In this article
the writer questiQDed Whether farmers are really interested. I do not believe ~
writer had a good concept of What the Chambers of Commerce in the irrigated areas of
the West are interested in. I do not believe he realized that Chambers of Commerce

throughout most of the West have a vepy definite interest in and are to a large
extent representative of the agricultural interests of the area. This may be a dif-
ferent concept of the Chambers of Commerce than is nonnally assumed in the

industrialized East.

I expect there is a large percentage of agricultural representation in this
meeting tonight. I feel sure the various Chambers of Commerce are most vitally
interested in irrigation development and are a group speaking for and with complete

backing of the fanners and potential irrigators of this region.
The people of areas where water is plentiM fail to realize how very important

continued grow1l1 of the West and concurrent irrigated development affect all other

parts of the country. Without the billions of dollars in new wealth created by

Western irrigation and the billions contributed in national taxes, the rest of the

country would quickly realize how very important irrigation and power development in

the Western States is to the Nation.

Because you people do realize these benefits, you are do1n, not only yourselves
but the Nation a service When you exercise proper leadership in sponsoring reclama-

tion investigations and other activities dealing with water resources development.

As the investigation progresseB, there will undoubtedly be some phases \lhich
can be handled antirely at the local level. Others will require joint participation,
and sC1118 actions will be the sole responsibility of the Federal Government. We want

you local people to work every step of the way with Regional Director Nalson and his

staft so there will be a full understanding of objeotives and responsibilities,

11
