RESPONSLSILI'IY FOR OPERATION <br /> <br />-.-1. -'_ <br /> <br />'The U. S. Bureau o~ ReclallBtion, Region 4, Salt lake City, Utah is respon- <br />sible ~or the operation o~ Faonia !);un and Reservoir. However, the mech- <br />anical operation and uaintenance of the project \oIllS transferred by contract <br />from the Bureau of ReclsJlBtion to the North Fork Water Conservancy District <br />as a participating project under the Colorado River Storage Project. Oper- <br />, ation in the interest o~ ~lood control is in accordance with the rules and <br />regulations prescribed by the Secretary o~ the Army pursuant to Section 7 <br />o~ the Flood Control Act o~ 1944, a draft o~ the regulations is included <br />in Appendix A. Details concerning the responsibility ~or flood control <br />operation are discussed in paragraph 21. <br /> <br />11. CONSERVATION OPERATICIf <br /> <br />( <br /> <br />- Because Faonia Dam and Reservoir have been designed and built pr1l:l!lrily <br />~or conservation purposes, all 18,000 acre-feet o~ active storage will be <br />available for conservation, and the operation for this purpose will be as <br />follows: <br /> <br />a. Reservoir storage will be reduced to 5,000 acre-feet (elevation <br />6381.0 ft.) by 1 November through norual irrigation and. fish dellBllds. <br /> <br />b. !"rom 1 November through 1 April, constant releases of 18 c.r.s. <br />(minimum required in fish conservation) will be DJSde. SllBller releases <br />will be llBde if necessary to prevent the reservoir wter surface from <br />dropping below elevation 6,373 feet. <br /> <br />( <br /> <br />c. All inflovs in excess o~ irrigation demands will be stored to the <br />extent that reservoir space is available as soon as forecast of snowmelt <br />runoff indicates that flood threat downstream from Faon1a Dam no longer <br />exists. This will assure ~illing the reservoir practically every year by <br />30 June, the end o~ the snovmel t season. <br /> <br />d. Arter 30 June, releases of 'l/Bter stored for irrigation vill be in, <br />accordance with the requests o~ local irrigation interests. <br /> <br />e. I/henever the required irrigation releases are lover than 18 c.f.s., <br />releases will be increased to 18 c.~.s. and kept at this rate at all times <br />in order to benefit dCM1stream fishery in accordance with agreelfent with <br />the State Department o~ Fish and Game, and the U. S. Fish and Wildlife <br />Service. <br /> <br />12. UPSTREAM REGULATION <br /> <br />. <br />In~low to Faonia Reservoir is affected by small diversions for irrigation <br />by storage 1n Overland Reservoir (capacity 6, 280 acre_f~t), and scme ' <br />diversion of \o1ILter from Muddy Creek drainage basin by Overland Ditch. <br /> <br />12 <br />
