Long-time (1898 to date) streamflow estimates \iere derived for
Sioux City and other pertinent locations to form a base for subsequent
planning, operational, and management studies. Recorded as "ell as deduced
flo"s have been compiled since 1950 and estimates of depletions have been
maintained.

The Comprchensive FramC\wrk Plan for the ~,Iissouri River Basin provided the
need for updating the level of development to 1970. A Depletions \'Iark
Group working under the Task Force on Hydrology, attempted to'.correct and
compile thEe uses and consumption of water throughout the ~Iissouri River
Basin. Proj ects authori zed and under construction \Vere shOl-Ill to be fully
deplMing by 1970 and estimates for grolith and depletion by all purposes
were projected into the future.

As of nO\;, there are available monthly records of streamflow for the
period 1898-1972 at all peints of major consequence along the ~Iissouri River
(See Exhbi t 1) including points of hydropo"er generation above Sioux City and
navigatien loadings below Sioux City based on 1949 level of development.
Computer programs to explore potential future operati.on of the main stem
reservoir system under varying conditions of ;;atcr use are operative in the
Reservoir Control Center of the Missouri River Division Office of the Corps
of Engineers in Om~la, Nebraska.

Depletion estimates are maintained by the Bureau of Reclamation regional
headquarters in Billings, ~tontana. Depletion estimates to any time level
can be readily incorrorated into the Corps program for purposes of conducting
historic or exploratory planning studies.

Between the 1949 and 1970 levels of development further depletions of the
water resources took place. In the upper basin states, depletions "hich
occurred above Sioux City \;ere estimated as follO\;s:

1

i
!
I
1
I
~ ,I
. I
