<br />. <br /> <br />. <br /> <br />I. <br /> <br />precipitation events which produce both unexpected runoff and a sudden decrease in demand for water. <br /> <br />California's Colorado River Water Use Plan <br /> <br />Interim Surplus Criteria <br /> <br />On July 7"', Reclamation released for public review a Draft Environmental Impact Statement <br />(DBIS) on Colorado River Interim Surplus Criteria. Written comments must be received no later than <br />September 8, 2000, The DBIS presents four possible alternatives for implementation. The alternatives <br />are: a "Flood Control Alternative," a "Six States Alternative" and a "California Alternative," both of which <br />specify various Lake Mead water surface elevations to be used as "triggers" to indicate when surplus <br />conditions exists; and a "Shortage Protection Alternative". <br /> <br />Four public meetings are scheduled: <br /> <br />. August 3'd, at Phoenix Sky Harbor Airport, <br />. August 8'", at the Doubletree Hotel in Ontario, California, <br />. August JO'", in the Jazz Room at the Salt Lake City Airport, and <br />. August 15'", at the Las Vegas Chamber of Commerce. <br /> <br />On July 5'h, the State Water Resources Control Board held a public workshop, agenda included in <br />the Board folder, to discuss various items and possible action at future meetings, One of the items on the <br />agenda for discussion was the SWRCB's workplan for reviewing the water transfer between lID and the <br />SDCW A. SWRCB staff presented the workplan to the Board and its plan of implementation. Some <br />comments were received from the public, however, no action was taken, <br /> <br />Basin States/Tribes Discussion <br /> <br />Basin States Meeting <br /> <br />Meetings were convened among representatives of the Colorado River Basin states and the Tribes <br />on June 26'h and July 10lh & ll'h to discuss and review the proposed seven state plan for interim surplus <br />criteria guidelines and various aspects of California's Colorado River Water Use Plan. Also during the <br />meeting parties discussed: I) mitigation associated with the interim surplus criteria, 2) the mechanism to <br />make the agreement reached among the states legally enforceable, 3) the relationship between operation <br />of the Yuma Desalter and the interim period associated with lining the first 49 miles of the Coachella <br />Canal, and 4) how overrun accounting and averaging of consumptive use called for in the Quantification <br />Agreement would work, <br /> <br />Colorado River Endangered Soecies <br /> <br />At the June Board meeting, I had indicated that there had been no action regarding the 60-day <br />Notice of Intent to sue by the Defenders of Wildlife and others concerning Lower Colorado River <br />Operations by Reclamation, <br /> <br />4 <br />
