The chief project purposes would be the development of a water <br />supply for coal uses, irrigation, and municipal uses, and of facilities <br />or measures for recreation and fish and ~ildlife. In terms of cost, the <br />plan would have the smallest scale of development of the five Federal <br />development plans. The plan also presents a concept of low capital cost <br />for irrigators. The use of open canal for conventional surface irriga- <br />tion would require less initial investment for individual farmers than <br />the relatively expensive equipment for sprinkler irrigation.
