<br /> <br />a <br /> <br />c: <br /> <br />N <br />co <br />-J <br />.... <br /> <br />., <br />"0: <br /> <br />The agricultural -programs and meaaures outlined in this <br />section are those which appear at this time to be most desirable <br />for application over the years immediately ahead. An application <br />period of 20 years was used for -presenting quantities of meaauras <br />and computing costs. The actual rete at which the various phases <br />will be applied will depend on several factors including general <br />economic changas which mey influence the financial status of in- <br />dividual farmers and woodland operatora and the comparative profits <br />or savings to come from applying certain measures at specific times. <br />Another influencing factor will be the intensity of effort exerted <br />by public agencies, governad largely by the public financial <br />participation that msy be forthcoming. <br /> <br />No division between private and public costs is shown. <br />Past policy has varied in this regard from time to time, and -probab- <br />ly will continue to do so. Therefore, any such division.of costs <br />would be largely arbitrary and have little meaning for a long-range <br />plan. However, information contained herein. will be uaeful in <br />helping to determine proper distribution of costs. <br /> <br />Studies, on which this section of the AWR Report is based, <br />were conducted by utilizing State tesms to the extent possible. <br />Every effort was made to obtain the most reliable data and collective <br />judgment. It is believed that the material presented herein repre- <br />sents the oonsensus of the agencies and individuals who participated <br />in the study. However, except as otherwise noted, tha U. S. Depart- <br />ment of Agriculture assumes full responSibility for the methods and <br />procedures used in tha stUdy, and for the data, findings, conclusions <br />and reoommendations contained herein. <br /> <br />Although it is not practicable. to list. all the agencies <br />and individuals who have contributed so generously of their time and <br />knowledge, it is here recognized that the completeness and reliability <br />of the agricultural studies are largely attributable to their efforta. <br />Almoat without exception, requeata for assistance were met and respon- <br />s iblli ties more than discharged.
