Reaponsi- <br />bility for leadership of the agricultural york group was assigned <br />to the U. S. Department of Agriculture. . Teams yereorganized in... <br />each State consisting of Federal and State personnel, primarily from <br />agricultural and land-management agancias, particularly qualified <br />to parfo~ the necessary tasks on the segments of the plenning york <br />assigned to them. For. instance, there were teams on conservation <br />and. improvement of farmland. and rangeland, foreatry,. agrioultural <br />researoh, agricultureledi.toation, agricultural credit and rural <br />electrification. . <br /> <br />ThiB volume reports the studies and findings of the <br />agricultural york group as developed by the State teams described <br />above. It does not coverthe.yotk.of Federal and State egricultural <br />agencies and personnel as participants in activities o;f other york <br />groups such as.Flood Oontrol, Watartlow Retardation.and Flood.Fore- <br />casting, Drainage,. Irrigation, and others. These activities were <br />not under the leadership of the Department of Agriculture end ere <br />reported in other sections of Part II of the Report. <br /> <br />It was originally pl.anned that studies by Federal and <br />State agricultural. agency personnel. on such important supporting <br />activities as soils investigations, technicel service, research, <br />education, and sgricultural credit on Buch phases of the investi- <br />gation.as Flood ContrOl, Drainage, and Irrigation.would be conducted. <br />as a part of the activities of .those respective work groups and <br />.reported in.the pertinent sections. This initial. plan of stUdy <br />recognized thet a major part of the taIl8ible and intangible agri- <br />cultural benefits calculeted to come from lsrge-scale developments <br />could be realized only after important agrioultural entarprise .ad- <br />justments had baen .made on meny farms, and that the full benefits <br />would not acitually be produced unless certain meaaures of support <br />and assistance could be msde available from private and public <br />aources as needed. <br /> <br /> <br />The original plan of study could not be carried through <br />beceuse the required basic in:f'ormetion on Flood ContrOl, Drainage, <br />and Irrigation had not been developed at the time the supporting <br />programs were formulated. Therefore, the coverage of supporting <br />activities for theae.functions is incomplete. To remedy this <br />deficiancy, further studies will be needed prior to initiation of <br />large-scale developmants. <br /> <br />11 <br />
