The plan was reviewed by the
public in the spring of 1982. Technical refine-
ments and verification of planning assumptions
continued until mid-1983. Documentation of the
planning activities is now underway.

RECOMMENDED PLAN

The plan in the planning report/environmental
impact statement provides for impoundment and
evaporation of saline water near the Colorado/Utah
~ofder. A maximum amount of brine from surface
and subsurface sources would be collected at both
Dotsero and Glenwood Springs. Commercially used
saline water would be collected after use and
conveyed through a 130-mile pipeline to the
storage site. Of all alternative plans. this plan
appears the most cost effective. The brine would
be available after collection for beneficial use
provided the salts would be kept out of the river
~m. The cost of implementation "Would be about
~million to remove 284.000 tons of salt
annually from the river. The cost effectiveness of
the plan would be $1.21 million/mg/L.

FINAL REVIEW OF OTHER ALtERNATIVES

After completion of the feasibility study for
the recommended plan. other plans which had been

NEWSLETTER. . . . . . . . . . . . October 1983

conside..I.'ed 'Were reevaluated based on latest field
data and cost. Perhaps the most promising alterna-
tive plan was the Resource Lake concept which would
impound the collected brine to make it available
for beneficial use. The Resource Lake site was
further evaluated in detail. Three significant
geologic faults were located in the reservoir site,
one of which cut through the proposed dam axis.
Additionally, it was found that local soils were
inadequate for dam embankment, hence costs for
haul iog and purchase of material reduced the cost
effectiveness of this alternative.

Other alternatives reviewed included induced
evaporation at a site outside of the town of Silt
and a desalting altervative. Both of these plans
are less cost effective than the Recommended Plan.

SCHEDULE

The draft of the planning report/draft
environmental impact statement will be available
for public review in mid to late 1984. The report
will be a summary of the completed studies.

The public hearing for the draft environmental
impact statement is planned for the spring of 1985.
and will be announced in the Federal Register and
news media prior to the scheduled date.

CONTACT

If you desire information on aspects of the
study or have comments or suggestions, contact
Nick Mezei at the above address or phone number
(243-4992. extension 323).
