<br />One possible reason (or considering
<br />an all-Utah system might be the
<br />failure of Wyoming to allow export of
<br />water from the Big Sandy River. The
<br />Wyoming Legislature passed a bill al-
<br />lowing'the export of saline Big Sandy
<br />water. but the bill was amended to
<br />allow export of cleaner eastern-slope
<br />water. Gov. Ed Herschler; who has run
<br />for the last three terms on a no-export
<br />platform. vetoed the bill, and his veto
<br />was sustained.
<br />McKeever reflects the problems-
<br />with competition among states forCoJ-
<br />orado River water. "We want to avoid
<br />the Upper and Lower Basin problem.
<br />All seven states don't have much
<br />stomach for those problems."

<br />Water Resources Dan Lawrence says,
<br />"The Utah position is to favor the all-
<br />Utah phase, as I understand it. The
<br />Aquatrain would he built in segments
<br />with the segment serving only Utah as
<br />the first step. To that extent we are
<br />supportive, but basically we are
<br />guarded about water from one state
<br />moving through our state to'another-
<br />state.
<br />"We have a memorandum of agree-
<br />ment with (Bureau of Reclamation
<br />
<br />Regional Director) Cliff Ba.rrett.
<br />signed on the state level by the Depart~
<br />ment of Natural Resources, the De-
<br />partment of Transportation, the De-
<br />partment of Health and the Depart.
<br />ment of Community and Economic
<br />'Development. It says we will study
<br />slurry pipeline potentials, but the
<br />study is not specifically tied to the
<br />W.R. Grace proposal. It seemf th3
<br />ideas being brought out are a little bi
<br />premature. This is why we ..want.
<br />study them. There have been no con
<br />ferences on these proposals.

<br />Regarding the exchange of unused
<br />IPP water north throughout the CUP
<br />system, Hansen was curious. "[ have a
<br />little trouble seeing the wisdom in
<br />bringing water back north since there
<br />is presently adequate water in the
<br />CUP system. [ have not seen the pro-
<br />posal so 1 cannot comment. There are
<br />some' site-specific limitations in the
<br />IPP change applications, but jf anoth-
<br />er applieation were filed, 1 don't think
<br />we are locked in.
<br />'"The 'proposal makes some sense
<br />from- a coaI-mwing- perspective. -IPP
<br />will be moving four unit trains of coat
<br />each day when it is in operation-, and
<br />look what 'Thistle Lake' has done to the
<br />railroad." .

<br />with other coal companies. "There has
<br />been a lot of misinformation. 1 think
<br />there is dissidence from Utah and
<br />. Wyoming coal companies. W.R. Grace
<br />has coal holdings in northwest Colo-
<br />rado but none in Utah or Wyoming. We
<br />have said all along we are open to other
<br />coal companies using OUf' line but
<br />mostly, they just laughed at our bags."
<br />Asked about the possibility of trans-
<br />ferring the project office to Utah.
<br />Clinton replied. "The offices are in
<br />Denver because the W.R. Grace offices
<br />LyrJn Ludlow, are there. A move is not in the cards
<br />geners.l . manager immediately, but sometime the pro-
