The
Wyoming Legislature passed a bill al-
lowing'the export of saline Big Sandy
water. but the bill was amended to
allow export of cleaner eastern-slope
water. Gov. Ed Herschler; who has run
for the last three terms on a no-export
platform. vetoed the bill, and his veto
was sustained.
McKeever reflects the problems-
with competition among states forCoJ-
orado River water. "We want to avoid
the Upper and Lower Basin problem.
All seven states don't have much
stomach for those problems."
In Utah the re- c. !'"~.--
ception is warmer,
perhaps because no
water is being ex~
ported, perhap8
because the project
can benefici~Jly
use difficult-to-
dispose-of saline
water from Utah's
Colorado River
allotment.
Director of the Utah Division of
Water Resources Dan Lawrence says,
"The Utah position is to favor the all-
Utah phase, as I understand it. The
Aquatrain would he built in segments
with the segment serving only Utah as
the first step. To that extent we are
supportive, but basically we are
guarded about water from one state
moving through our state to'another-
state.
"We have a memorandum of agree-
ment with (Bureau of Reclamation

Regional Director) Cliff Ba.rrett.
signed on the state level by the Depart~
ment of Natural Resources, the De-
partment of Transportation, the De-
partment of Health and the Depart.
ment of Community and Economic
'Development. It says we will study
slurry pipeline potentials, but the
study is not specifically tied to the
W.R. Grace proposal. It seemf th3
ideas being brought out are a little bi
premature. This is why we ..want.
study them. There have been no con
ferences on these proposals.
"1 ,have had a meeting: with- the
governor some time ago. l.did not think
we had enough hard data to warrant
an audience with the governor on this
yet.
"I think, theoretically, their plan.
ning process is not any different than
M the idealistic way
-: we have been doing
it all along. You try
to disseminate in-
formation as fast as
good information
comes along, but
you have to do quite
a bit of-preliminary
work to get good in-
Hansen formation for peop-
le. You can't go too far with a revolu.
tionary, or at least a new, project. You
have to find jf there is interest."
State Engineer Dee Hanseri~ who
will make the state's decision on water
rights, says he isn't sure there is un~
appropriated water- in the San Rafael
basin. Hansen states. "Utah Power- cl
Light Co. has a..filing on the lower San
Rafael fol' cooling.at the Hunter Plant.
"As for the larger project whic!t
starts in Wyoming:. as. long as the
water com~ rom' Wyoming's - Colo-

-' ki1P"
:rvL

Water from the sun,
courtesy of GRUNDFOS

.(OR(JnDf"OS~~
~~__ycufr-..""'"
--.-_~
.~",",....,_QIl(I'lDf'Oll""'_
_....,..,...~_O<...."..~
---
. ~l>\I",",-"'otGlWl'Wf"OS.~_
._'-purf"4'C"'_~~
peo~""lill"'-"_up"'<<lO_
.1W~_lJlI(If'olDf"OS.,....,...,..,..._
__~""""JC1Ud"'"
~.._.....;<orlhe.....'.fllEC"""'lD<-
. "[ have a
little trouble seeing the wisdom in
bringing water back north since there
is presently adequate water in the
CUP system. [ have not seen the pro-
posal so 1 cannot comment. There are
some' site-specific limitations in the
IPP change applications, but jf anoth-
er applieation were filed, 1 don't think
we are locked in.
'"The 'proposal makes some sense
from- a coaI-mwing- perspective. -IPP
will be moving four unit trains of coat
each day when it is in operation-, and
look what 'Thistle Lake' has done to the
railroad." .

are aware. I guess if the problems
could be worked DOt., anyone would
agree with it. We will surely cooperate
with them to the fullest extent in put~
tingthis saline water to good use ifitis
at all possible."
McKeever relates some problems
with other coal companies. "There has
been a lot of misinformation. 1 think
there is dissidence from Utah and
. Wyoming coal companies. W.R. Grace
has coal holdings in northwest Colo-
rado but none in Utah or Wyoming. We
have said all along we are open to other
coal companies using OUf' line but
mostly, they just laughed at our bags."
Asked about the possibility of trans-
ferring the project office to Utah.
Clinton replied. "The offices are in
Denver because the W.R. Grace offices
LyrJn Ludlow, are there. A move is not in the cards
geners.l . manager immediately, but sometime the pro-
of the Central Utah ject might be transferred to our Cen.
Water Conservancy tral Utah Projects Office in Provo."
District, says, As for the chances of project success,
"We've been kept Clinton say;;.
