Utah project which -will <br />- use a portion oC the corridor now <br />being studied for the $2 bilUon <br />Aquatrain coal and saline water <br />transportation project. <br />"We are planning to bring saline <br />water Crom the Price and San <br />Rafael rivers to the IPP," said <br />Clinton, "We have been working <br />with (IPP sponsor) Los Angeles <br />Power to bring our water and coal to <br />the plant. They could then exchange <br />their Sevier basin water rights <br />north through the Central Utah <br />Project system, perhaps using <br />Mona-Nephi Canal. We feel an all. <br />Utah Aquatrain system on this <br />alignment could form the center <br />link in a larger system. ~ <br /> <br />Clinton was referring to earlier <br />Aquatrain planning that displayed <br />a continuous pipeline system ex- <br />tending Crom ~he Big Sandy River <br />north oC Rock Springs, Wyoming, <br />through Colorado. Dr. Gerald <br />Williams, hydrologist in charge of <br />the Weather Service's Colorado <br />Basin River Forecast Center, said <br />an increase in the base flow into the <br />lake during the first two weeks in <br />April prompted the most recent <br />revision to 4204.0 feet. <br />Earlier predictions were 4203.0 <br />in November, 4203.1 at the end of <br />February, and 4203.45 alter preci. <br />pitation in March reached three <br />times the normal in the Salt Lake <br />and Farminlrton areas, according to <br />Williams. As of April 29, the lake <br />level was 4203.7 feet at the boat <br />harbor. said a U.S. Geologic Survey <br />spokesperson. <br />The lake's level generally peaks <br />about June 1 but because of ground <br />saturation and snow levels, may not <br />peak this year until June 80r 9, said <br />Williams. He did say, however, that <br />evaporation from the lake may help <br />maintain the June 1 peak. <br />Paul Sturm, Great Salt Lake <br /> <br />geologist tor the Utah Geological <br />and Mineral Survey. said the 1980 <br />peak was June 20. "We could see <br />another late peak if the rivers con- <br />tinue to run as Cull as they are now," <br />said Sturm. A Triple A rating <br />-Crom Moody's could result in a seven <br />to 7.5 percent borrowing rate and <br />save the state millions of dollars of <br />interest. <br />
