An <br />integrated Planning Report/Environmental Impact Statement will be prepared <br />instead of a feasibility report. The draft integrated document is scheduled for <br />the spring of 1983. <br /> <br />I <br /> <br />Highlights <br /> <br />URS Corporation has started to verify the major assumptions affecting the <br />cost estimate for the recommended p1an~ <br /> <br />The Aqua-Train study ("baggie-pipeline"), proposed by W. R. Grace, is <br />scheduled to begin this summer. The use of saline water to transport <br />coal has been the only use of the brine considered as a commercial <br />enterprise to date for which money has been committed. <br /> <br />URS Corporation, the contractor for technical work, was the winner of a <br />Grand Award for their work on Glen-Dot in the national competition by the <br />American Consulting Engineers Council. URS was top winner in the earlier <br />Colorado competition. <br /> <br />Environmental Scoping Meetings <br /> <br />Two environmental scoping meetings were held, one on May 12 at Glenwood Springs, <br />and one on May 13 at Loma, to secure public concerns and reactions about the <br />Glen-Dot plans to aid in preparation of the environmental impact statement. <br /> <br />The main concern voiced at the Glenwood meeting was the absence of any <br />alternative which would provide local benefits from the project. Through <br />discussions, it was generally understood by those at the meeting that <br />Reclamation's major investigational thrust was to reduce or remove salt from the <br />Colorado River. Any efforts for intermediate use of the heat is encouraged and <br />beneficial use of the water prior to disposal is urged. However, costs <br />associated with the beneficial use would have to be covered by benefits or <br />repayment by the beneficiaries. Reclamation continues to encourage State and <br />local governments, private citizens, corporations, or any other entities to <br />participate. Attendees strongly expressed a desire to see the Resource Lake <br />alternative analyzed in the EIS. <br /> <br />Participants at the Loma meeting were mainly concerned about local impacts from <br />evaporation ponds. Although many comments addressed long-term impacts, several <br />participants were very concerned over the short-term impacts of construction. <br />The basis for this concern stems from construction activity for Grand Valley <br />Unit Stage One salinity control project. <br /> <br />1 <br />
