Back during the period of the framework studies, <br />the Subcommittees were very active, we had a large participation, <br />State and Federal, It's kind of revolved since the framework studies <br />were completed, we have kind of tapered off for lack of State's <br />interest in participation in this Committee. There are a lot of <br />reasons I guess. As far as the technical aspects of it in both the <br />Water and Vegetation Management Technical Subcommittees, they have <br />consisted of technical people from those agencies, State and Federal, <br />that had the capabilities of looking into and evaluating the work <br />items that were provided for us to do and I think a lot of good <br />material has been developed and printed by these Committees. As <br />far as the Chairmanship goes, I don't know whether it takes technical <br />ability but it requires somebody who will at least take that amount <br />of time to keep the thing orderly and in some type of organization. <br />Certainly any of the State or Federal representatives should be able <br />to do that, <br /> <br />Mr, Harrison. Mr, Chairman, I.think we might observe too that <br />we were not casting' stones, I don't believe. anyway as the Executive <br />Subcommittee at the Technical Subcommittee,'s not having a progrlilh. <br />I think we have to introspectively as the Executive Subcommittee <br />realize that we have not perhaps exercised at least thoughts of <br />things you might be doing. So you know we're, at least I viewed <br />it as not something we're castigating you about alone, we are saying <br />that to ourselves, we have offered you no direction and I'm not sure <br />direction is the proper word to use, At least we have not offered <br />you any observations on things that we believe as an Executive Sub- <br />committee you might be pursuing. So, I hope you didn't interpret <br />that as the stark words that came out of this report this morning <br />by Larry as being solely on your shoulders. <br /> <br />Mr. Valentine. I might mention one report that is coming out <br />under his Committee's auspices which was in direct response to a <br />request of PSIAC and which is a very valuable and will be a very <br />valuable report. <br /> <br />, <br /> <br />Mr. Sanders. That's Ron Hibbert's Vegetation Management for Water <br />Yield. Mr, Hibbert's report will come out in two forms. There will <br />be a main report, which will be the detailed information report which <br />is in the final editing phases and that should probably be available <br />by our December meeting. Copies of that of course will be provided <br />to the Executive Subcommittee and then they will be available through <br />the PSIAC, The other report will be a summary report which will be <br />printed as a Rocky Mountain Paper which will be a condensed version <br />of the main report. Upon receipt of that report, the Executive <br />Subcommittee hopefully then will determine or take a look at that <br />report and decide if there are any specific items or areas that are <br />brought out by that report that the Water and Vegetation Technical <br />Subcommittees might address.
