<br />4 <br /> <br />. <br /> <br />Salinities of the waters delivered to Mexico on the land boundary <br />at San Luis were: <br /> <br />Total Dissolved Solids <br />Period (U.S. Count) <br /> <br />June 25, 1974 through December 31, 1974 1515 ppm <br /> <br />January 1, 1975 through December 31, 1975 <br /> <br />1500 ppm <br /> <br />These salinities were substantially the same as the salinities <br />of the waters customarily delivered on the land boundary, which <br />averaged about 1540 ppm for the ten-year period 1963-1972. <br /> <br />Progress on United States Measures Provided for in P.L. 93-320 <br /> <br />. <br /> <br />The progress made on the permanent measures to be taken and the <br />works to be constructed, operated, and maintained in the United <br />States by the Secretary of the Interior, pursuant to Public Law 93-320, <br />Title T, to enable the United States to comply with the provisions <br />of Minute No. 242, is described in the Bureau of Reclamation's status <br />report as of December 1, 1975, copy attached as Exhibit 3. The <br />status report shows that the desalting plant is scheduled to be <br />in operation in December 1981. <br /> <br />Progress on the' Bypass Drain in Mexico <br /> <br />To implement Point 4 of Minute No. 242, providing for an extension <br />of the concrete-lined Well ton-Mohawk Bypass Drain in Mexico at the <br />expense of the United States, and pursuant to Minute No. 248, <br />adopted by the Commission on June 10, 1975, Mexico prepared and <br />submitted to the Commission engineering plans for construction of <br />an ext'enst'on-W11:tlac!I,I,rc1:ty of 35~CuDt'c-reR-('lO-cuD1-c-meters) <br />per second, from the international boundary between Arizona and <br />Sonora to the Santa Clara Slough, on the Gulf of California, a <br />distance of approximately 35 miles (56 kilometers). The plans <br />were approved by the Commission with certain suggestions in <br />August 1975, and in accordance with Minute No. 248, the United <br />States under the authorization in P.L. 93-320, in October 1975 <br />established an irrevocable credit in favor of Mexico in the amount <br />of $11.2 million, to be drawn upon by Mexico with the countersignature <br />of the United States and Mexican Commissioners. Bids were invited <br />by Mexico for the construction of the drain in its territory <br />in two parts. Awards were made to the lowest bidder for the <br />downstream part in November and for the upstream part in <br />Decembe~ 1975. Construction began on the lower <br /> <br />. <br />
