<br />INTRODUCTION
<br />
<br />In the initial feasibility report on the Fryingpan-Arkansas project,
<br />prepared by the Bureau of Reclamation and printed as House Document No.
<br />187, 83rd Congress, a 28,OOO-acre-foot capacity reservoir at the Aspen
<br />site on Roaring Fork was proposed to provide replacement storage for the
<br />western slope. As a result of extensive studies of alternative sites and
<br />conferences among all interests in Colorado and concerned Federal agen-
<br />cies, the plan was changed to include the larger Ruedi Reservoir instead
<br />of the Aspen Reservoir. A supplemental report by the Bureau of Reclama-
<br />tion on the Ruedi Dam and Reservoir was printed as House Document No.
<br />353, 86th Congress, 2d Session. The preliminary cost estimate for the
<br />dam and reservoir shown in the supplemental report, based on January 1959
<br />prices, is $12,831,000.

<br />The cost of the originallY proposed Aspen Da~ and Reservoir was
<br />estimated at $7,600,000. The Fryingpan-Arkansas project was analyzed and
<br />justified on the basis of this cost for replacement storage. Since the
<br />Ruedi Reservoir will perform the same replacement function, that amount
<br />was assigned in the supplemental report as a Fryingpan-Arkansas project
<br />cost, leaving $5,231,000 of the cost of Ruedi Dam and Reservoir to be
<br />allocated among future project purposes on the western slope. Interest
<br />during construction was estimated in the report at $664,000 and annual
<br />operation and maintenance costs were estimated at $19,700, including
<br />$10,500 for recreational facilities.

<br />The operating principles previously mentioned provide that operation
<br />and maintenance costs of Ruedi Reservoir shall be borne by eastern and
<br />western slope water users in such proportions as may be determined by the
<br />Secretary of' the Interior. Assuming that the Secretary determines that
<br />operation and maintenance costs and costs of interest during construction
<br />shall be distributed in the same proportions as construction costs as
<br />outlined above, the assignment of all costs and 8mounts reimbursable
<br />would be as shown in the following tabulation.
