Lujan, Jr. <br />secretary of the Interior <br />1849 C Street, N.W. <br />Washington, D.C. 20240 <br /> <br />\ <br />\ <br /> <br />Dear Secretary Lujan: <br /> <br />In 1983, the U.S. Bureau of Reclamation (Reclamation) and <br />the U.S. Fish & Wildlife Service (Service) established the <br />platte River Management Joint Study (Joint study) to find <br />a 1 te::nati ves to a jeopardy op inion under the Endangered <br />Species Act for the proposed Narrows Project in northeast- <br />ern Colorado. Given the basinwide nature of the issues <br />associated with the Platte River endangered species, your <br />predecessor, Secretary Clark, expanded the Platte. River <br />11anagement Joint study in early 1985 to be regional in <br />scope and to include the states of Colorado, Nebraska, and <br />wyoming, water users and environmental groups. <br /> <br />Since t.hat time, Reclamation, the service, the states, <br />wator users, and environmental groups have been <br />participating in efforts to resolve potential conflicts <br />between the Federal Endangered species Act and water <br />development in the Platte River Basin. The specific <br />purpose of the Joint Study as currently configured is to <br />develop habitat management plans that would, it <br />implemented, provide suf f icient habi ta t to 'support reoovery <br />goals for the whooping crane, interior least tern, piping <br />plover and bald eagle. At considerable expense, the non- <br />federal entities have maintained their participation and <br />interest in this effort for more than six years. <br /> <br />Data gathering and teChnical analysis necessary to support <br />the Joint study previously has been funded by appropria- <br />tions for Reclamation projects, including the Narrows <br />Project and prairie Bend Project in Nebraska. However, the <br />funds from ~hese sources are no longer available as those <br />studies have been completed. Specific funding is now <br />needed to complete the Joint Study. Study participants <br />estimate that a to~al of $350,000 is needed for FY 1992 and <br />$400,000 is needed for FY 1993. These funds will be <br />divided equally between Reclamation and the Service <br /> <br />ATTACHMENT 4 <br />
