DSW envirorunental staff will continue to report directly to the regional <br />manager's office and will provide support for DSW operations, maintenance and project <br />development. <br /> <br />Final staffing level: 7 FTE, 1 contractor <br /> <br />Project management <br />A project management function will be added as a direct report to the regional manager's <br />office to provide leadership and management of major or important tasks, projects and <br />additions. Project managers will ensure effective, efficient and cost-competitive project <br />completion that meets the schedule, cost and technical needs of the customer or requestor. ' <br />On a construction project, the project manager will take the facility development needs <br />identified by maintenance, operations or marketing and facilitate a timely and COst- <br />effective completed project. Project management principles, concepts and tools will also <br />be applied to other activities and tasks within the region. <br /> <br />Final staffing level.: 3 FTE <br /> <br />Management <br />Management services and support for regional activities will consist ofhuman resources, <br />information resources management, and procurement and property divisions. The management <br />office will provide support and services for the existing P AO projects but will also recognize <br />increasing authority, responsibility and accountability of additional del.egations of authority from <br />the CSO. Construction procurement support will be provided to the Western Construction Office <br />from the Procurement and Property division. As-requested management support and services for <br />the CRSP MC, located in Salt Lake City, will also be provided from the CSO, Rocky Mountain <br />Region and DSW Region. The collateral duty and responsibility for EED programs will be <br />assigned to the lead individual of the Management office. Employee suggestion indicated that <br />some regional job markets, and the associated Federal scale, may not support the intention to staff <br />the IRM function with a 70130 split of Federal staffing vs. contract staffing. The final "Will Be" <br />allows regional differences in the IRM Federa1lcontract staffing mix and indicates a 50150 split of <br />Federal vs. contract staffing. Adoption of this suggestion does not proluOit additional soft-landing <br />decisions that could be made as the staffing process progresses. <br /> <br />Final staffing level.: 26 FlE, 28 contractor <br /> <br />Operations <br />DSW Operations staffwill provide the technical support (such as real-time system studies), <br />dispatch, billing and scheduling and SCADA support for existing PAO projects and also for a <br />portion of the CRSP system. The power operations and maintenance function of rates will also be <br />reassigned to the Billing and Scheduling divisions. CRSP MC support provided by DSW <br />Operations will include real-time operation and accounting for the CRSP system within the DSW <br />service territory, in addition to operation and accounting for all CRSP generation resources. <br /> <br />Final staffing level: 38 FTE <br /> <br />39 <br />
