01.389

Staffing Charts

The staffing charts included in this package are designed to provide a clearer picture of the new
Western. However, they are not cast in concrete. Please note:

Q Grade levels are subject to final position classification.

Q Grade ranges and position tiUe variations are provided to allow managers and
supervisors the flexibility they will need to staff their organizations.

Q The highest grade noted with a position title does not mean that every position will
ultimately reach the highest grade. It means they could be filled at any of the grade levels.

Q The numbers of Federal vs. contract positions could change depending on the need for
soft landing opportunities for Federal employees.

Q The position titles as designated are intended to represent organizational titles and may
not reflect final position titles. For example, a "manager" title does not necessarily mean
that the position is supervisory. It could also be a team leader position. As positions are
fiRed, they will be offiCially identified as team lead or supervisor.

Q Although positions in special student programs (Stay-in-School, Cooperative, Federal.
Junior Fellows, etc.) are not shown on the staffing charts, senior managers intend to
continue supporting these programs at current levels.

Staffing Process

As part of the Transfonnation staffing process, any Western Federal employee may apply through
the Staffing Center for a position in the new Western. Application can be either for competitive
consideration (in response to a vacancy announcement) or noncompetitive consideration by
completing a general interest fonn. An impacted employee pool will be established for employees
not yet placed in the new Western through these options. Employees not selected for positions
will remain in their current position or in the employee pool until placement occurs. Employees
may apply for as many positions in as many locations as they wish to be considered. Directed
reassignments at the same grade are also a management option that can be used at any time;

Einployees will be notified by their senior manager of either being the incumbent in a no-change
position or being the incumbent in an impacted position. Soft landing considerations that may be
available for all employees include:
o job sharing Q understudy positions
o teleconunutingftlexiplace Q Career Training Center
Q relocation bonus Cl trainingfretraining
o retention allowance Q leave without pay
Outplacement services are also planned for employees who are incumbents in an impacted
position.

3
