management discussion, four FfE have been transferred to the CSO Financial Management
office. Western's suggestion program, position management and workforce analysis functions
will reside in HR under the finaI "Will Be."

Conunents said that the two statistician positions in the proposed Corporate Infonnation Center
(now known as the Corporate Aflairs Office) should be under the CFO, to confirm that the CFO
has "ownership" offinancial data. This conunent was adopted in pan: one FfE in Corporate
Affairs will manage data organization for the annual report, the Administrator's briefing book, and
external reporting of certain statistical infonnation. One FrE will be transferred from the
proposed CIC to the CFO to help reconcile and analyze financial data.

Several conunents noted that Western's Financial Management System should not automatically
be discarded, but should be compared to other systems that are being evaluated as a replacement
system. According to these comments, the cost of data conversion, training and getting a
replacement system operational that conforms with the needs of a government agency need to be
considered along with the initial acquisition cost. 'These suggestions are reasonable. FMS will be
compared with other systems during the replacement evaluation process.

Employee comment asked that the staff supporting Western's future financial management system
be increased. This request is premature, as the support needs of a future system are unknown at
present.

Final staffing level: 35 FfE, 10 contractor

14
