<br />area. NU1erous small meltwater lakes fill shallow depressions in the <br />upper baSLDS. Swiftly flowing streams c~scade from the cliffs. From <br />the head (If the Study Area, the visitor can see a panorama of mountain <br />scenery either back down the valley or in has ins to the north and <br />south. <br /> <br />Ascent to the mountain passes on the boe=ders of Oh-Be-Joyfu1 Wilder- <br />ness Study Area is necessary to see the mountainous country beyond. <br />From Garfield Pass, between Blue and Pe(~ler Basins, such a view can be <br />obtained from wi thin the study area. Fl.om atop the windy knif( -edge <br />ridge, thE visitor views a vast array 0;: mountaintops receding to the <br />north and east. <br /> <br />As you descend into Peeler Basin from G,lrfield Pass, the mountitin ex- <br />panses are obliterated from view by the nearly vertical sides. The <br />lower part of the Basin is thickly tirnb'~red and very nearly in an <br />untouched condition. The lower end of the basin terminates in a <br />vertical rock cliff over which Peeler C.ceek cascades tc' join 0]1-8e- <br />Joyful Creek below. This rock wall is nearly impassable, nece~;sitating <br />a long detour around a talus ridge out of the study arEa into ledwell <br />Basin. <br /> <br />Figure 1-3 shows three views of the Study Area. See Figure I-~ to <br />orient the photos. <br /> <br />D. SCOPE OF ISSUES TO BE ADDRESSED <br />-- <br /> <br />Because this is a legisl.ltive environmental impact statement, the <br />scope of the issues to b~ addressed will be limited to the suitability <br />or unsui tabi Ii ty of the ')h-Be-Joyfu!
