<br />for protecting renewable resources from irreversible decline,
<br />while accommodating production of minerals, livestock
<br />grazing, off-road vehicles, recreation, and other uses,

<br />The Draft RMP/E1S was published January 30, 1986,
<br />with a public comment period of February 7,1986, to May
<br />9, 1986. Public comments received on the draft did not
<br />require any significant changes in data, analysis, or the
<br />expected impacts of the allernative plans analyzed, Therefore,
<br />the entire environmental impact statement has not been
<br />reprinted, Only brief summaries of the alternatives and
<br />impacts, those minor changes in data and impact analysis,
<br />additional coordination and public participation activities,
<br />the Proposed Plan. public comments, and our responses have
<br />been included in this Final RMP lEIS,

<br />PROPOSED PLAN
<br />
<br />The proposed plan was developed from: I )issues raised
<br />throughout the multiple-use land planning process. 2)
<br />decision criteria (page 1-5 of the Draft RMP lEIS). 3) public
<br />input received during the 90-day comment period and at
<br />meetings and workshops on the RMP/EIS, and 4) the
<br />environmental analyses developed on the six alternatives,
<br />If the proposed plan is implemented, use of forage and other
<br />natural resorces will be refined and optimized, energy sources
<br />will be available, and critical resource values such as wildlife;
<br />cultural resources; threatened, endangered, and sensitive
<br />species will be protected,
