<br />further monitor cooperative agreements may be obtained upon written <br />notice to the recipient until such time as the system is brought up <br />to standard. <br /> <br />(3) The Federal agency, in obtaining information in above paragraphs, <br />must comply with reports clearance requirements of the OMB Circular <br />No. A-10, as revised. <br /> <br />e. Federal agencies have the option of shading out any line item <br />on any report that is unnecessary for decision-making purposes. <br /> <br />f. Federal agencies should accept the identical information from <br />the recipients in machine usable format or computer printouts in <br />1 ieu of prescribed formats. <br /> <br />g. Federal agencies may provide computer outputs to recipients when it <br />will expedite or contribute to the accuracy of reporting. <br /> <br />6. Monitoring and Reporting of Program Performance. - <br /> <br />a. Recipients shall constantly monitor the performance under cooperative <br />agreements to assure that time schedules are being met, projected work <br />units by time periOdS are being accomplished, and other performance <br />goals are being achieved. This review shall be made for each program, <br />function, or activity of each cooperative agreement as set forth in the <br />award document. <br /> <br />b. Recipients shall submit a performance report which briefly presents <br />the following for each program, function, or activity involved as <br />prescribed by the Federal agency: <br /> <br />(1) A comparison of actual accomplishments to the goals established <br />for the period. Where the output of cooperative agreements can be <br />readily quantified, such quantitative data should be related to cost <br />data for computation of unit costs. <br /> <br />(2) Reasons why establ ished goals were not met. <br /> <br />(3) Other pertinent information including, when appropriate, <br />analysis and explanation of cost overruns or high unit costs. <br /> <br />c. Recipients shall submit the performance or technical reports <br />to Federal agencies and the Financial Status Reports covering the <br />same period in the frequency established, and where appropriate, a <br />final technical or performance report after completion of the project on <br />a date specified by the Federal agency. The Federal agency shall <br />prescribe the frequency with which the performance reports will be <br />submitted with the request for reimbursement when that form is used in <br />lieu of the Financial Status Report. Except as provided for in para- <br />graph "d" below, performance reports shall not be required more frequently <br />than quarterly or less frequently than annually. <br /> <br />6 <br />
