further monitor cooperative agreements may be obtained upon written
notice to the recipient until such time as the system is brought up
to standard.

(3) The Federal agency, in obtaining information in above paragraphs,
must comply with reports clearance requirements of the OMB Circular
No. A-10, as revised.

e. Federal agencies have the option of shading out any line item
on any report that is unnecessary for decision-making purposes.

f. Federal agencies should accept the identical information from
the recipients in machine usable format or computer printouts in
1 ieu of prescribed formats.

g. Federal agencies may provide computer outputs to recipients when it
will expedite or contribute to the accuracy of reporting.

6. Monitoring and Reporting of Program Performance. -

a. Recipients shall constantly monitor the performance under cooperative
agreements to assure that time schedules are being met, projected work
units by time periOdS are being accomplished, and other performance
goals are being achieved. This review shall be made for each program,
function, or activity of each cooperative agreement as set forth in the
award document.

b. Recipients shall submit a performance report which briefly presents
the following for each program, function, or activity involved as
prescribed by the Federal agency:

(1) A comparison of actual accomplishments to the goals established
for the period. Where the output of cooperative agreements can be
readily quantified, such quantitative data should be related to cost
data for computation of unit costs.

(2) Reasons why establ ished goals were not met.

(3) Other pertinent information including, when appropriate,
analysis and explanation of cost overruns or high unit costs.

c. Recipients shall submit the performance or technical reports
to Federal agencies and the Financial Status Reports covering the
same period in the frequency established, and where appropriate, a
final technical or performance report after completion of the project on
a date specified by the Federal agency. The Federal agency shall
prescribe the frequency with which the performance reports will be
submitted with the request for reimbursement when that form is used in
lieu of the Financial Status Report. Except as provided for in para-
graph "d" below, performance reports shall not be required more frequently
than quarterly or less frequently than annually.
