<br />\ <br /> <br />.. <br /> <br />SECTI ON A <br />STATEMENT OF WORK <br /> <br />A. BACKGROUND <br /> <br />The Bureau of Reclamation (hereafter called "Bureau") and the State of <br />Colorado (hereafter called "State") have been involved for many years <br />in the development of water resources in the South Platte River Basin. <br />State, local, and regional interests continue to be keenly interested <br />in developing the South Plat.te River for' beneficial use. ' In response <br />to this interest, Senator Gary Hart of Colorado initiated a dialogue <br />in January 1979 between the Bureau, the State, and local interests. <br />These discussions culminated in a general agreement that an objective <br />evaluation should be made of various alternatives for the usage of the <br />State's share of the South Pldtte River. It was determined that funds <br />for the study would be provided from the Bureau's general investigation <br />fund. <br /> <br />B. PURPOSE <br /> <br />The purpose of this cooperative agreement is to establish guidelines <br />for the respective parties' participation in the accomplishment of <br />thi s study. <br /> <br />C. OBJECTIVES <br /> <br />The objectives of the study are to investigate viable structural and <br />nonstructural alternatives which will: <br /> <br />1. Use the State's share of the South Platte River while recognizing <br />and taking into account the ownership of vested water rights and their <br />administration, pursuant to state water laws; <br /> <br />2. Preserve or mitigate adverse effects on water quality and wildlife <br />habitat as well as other important environmental values; <br /> <br />3. Maintain a strong balanced local economy for meeting national and <br />regional economic needs with particular emphasis in accordance with <br />long-standing state policy upon the further development of an irrigated <br />agricultural base; <br /> <br />4. Provide recreational opportunities; <br /> <br />5. Use water as efficiently as possible; and <br /> <br />6. Limit flood damage as well as ensure safety and integrity of any <br />proposed structures. <br /> <br />In the accomplishment of these objectives, the widest possible public input <br />from local and regional interests shall be obtained. <br />
