It is stored for general purposes and some of <br />t~is storage water has been used over the past four' or <br />five years to give Mexico somewhat better water on a <br />temporary basis.. This agreem~nt, of dourse, ,is a <br />permanent agreement and only during this interim period <br />until these public works come on line will it be neces- <br />sary to tak,e any storage \1ater. But the storage water <br />that is t~~en will be repaid out of the savings from the <br />relining of the Coachella Canal. <br /> <br />Q r1r. Bro\'Tnel1, hoW' serious is the brine <br />problem and what are you going to do to take care of that <br />problem? ., <br /> <br />AHBASS-lIDOR BROlVNELL: The brine which will <br />enter the gulf of lower California is of lesser salinity <br />than the Gulf of California water itself. The Mexicans <br />have assured me that it would have no effect on the <br />ecology of that region. It will be'a concrete drain all <br />the way along so it will not affect the land en route. <br /> <br />Q Hr. Brownell, May I ask you about the <br />timing of this announcement. Had you planned for some <br />time to corne out here and 'report to the President when <br />he was in San Clemente or did you just get this agree- <br />ment? Why is this being announced at t~is time? <br /> <br />NlBASSADOR BROWNELL: We got the agreement <br />last week and the l'.exicans are going to simultaneously <br />announce it in Mexico City today and the President of <br />Mexico wanted to refer to it in his State of the Union <br />message which is to be delivered on Saturday. So the <br />COmbination of just reaching the agreement last week <br />and the desire to have an i~nediate announcement was <br />what fixed the date today. <br /> <br />Q One thing. ,How much money is Mexico <br />going to try to borrow for rehabilitation of the valley <br />and are they going to try to got it from the Import- <br />Export Bank or from our lending sources? Can you give <br />~s more information? <br /> <br />A!1BASSADOR BRONNELL: They have not developed <br />their program yet, which would be the first step in <br />implementing that provision in the agreement.
