I
- 7 -

q Will this be a reverse osmosis desalting

plant?

N
o
OJ
too.'!'

AHBASSADOR BROWNELL, It .Iill be what they call,
a membrane process.

Q That is reverse osmosis.

N.mASSAOOR BROln,ELL: 'That is one type 'of it,
there are other types.

Q. ~lr. Brownell, can you spell out the amounts
of the three projects? They don't add ,up to 115.

M-lBASSADOR BROWNELL: That is correct, they
don't add up. There are certain subsidiary projects such
as the purchase of some land in the Wellton-Mohawk irri-
gation district to take it out of cultivation and a small
expenditure for the imorovement of irrigation practices
in that area and it may be necessary to buy up ",ome'land
in the area where the pumping will be allowed.

Q This $115 million does not cover tlle purchase
program, that is just for that dam?

N>lBASSADOR BROWNELL: No, the 115 covers the
whole program.

Q Including the other two projects?

A/1BASSADOR BRm-1NELL: Including the o'ther two

projects.

Q Can you tell us what effect this agreement
will have on the quantity cf water available to the
southern California water users or the water users of the
other six basin states?

ABBASSAOOR BRO\'1NELL: This "Iill. not adversely
affect any United States users.-

Q 11hat about waste water?

N>lBASSADOR BROWNELL: The only .,aste water
there, will be after this goes into effect, will be the
brine water tllat goes down to 'the Gulf of California.
This i.s a project that is based on dollars and not on
water. I told the western states at the beginning of the
I negotiations that nothing would be done and not:ning has
.been done as a result of this agreement which would
.. adversely affect the orderly development of the western
states. There are nO limitations in the agreement which
would adversely affect any of the planned programs for
the development of the natural reSources of the basin
states.

tlORE
