<br />efforts of the Utah study team and the Utah Rangeland Salinity <br /> <br />o <br />m <br />CD <br />(.Jl <br /> <br />Steering Committee to analyze the saline watersheds in the Colorado <br /> <br />River drainage portion of the state of Utah, <br /> <br />The Phase I <br /> <br />,- <br /> <br />inventory, <br /> <br />cursory analyses of watersheds, <br /> <br />and Phase II, <br /> <br />reconnaissance planning, investigation of 8 of the most promising <br /> <br />watersheds have been completed. Phase III comprehensive planning, <br />Phase IV implementation, Phase V maintenance, and Phase VI <br /> <br />monitoring, are the next activities. <br /> <br />The Council strongly <br /> <br />recommends that activities be initiated on Phases III and IV in two <br /> <br />watersheds in Utah. <br /> <br />The Council is very pleased with the organization of an effort <br />in Colorado for Phase I & II activities, with members of the Utah <br /> <br />study team providing training assistance. <br /> <br />The Council looks <br /> <br />forward to similar positive results in Colorado as were achieved in <br /> <br />Utah. <br /> <br />Fish and wildlife Service <br /> <br />The Council supports the continued coordination between the <br /> <br />FWS, Reclamation, USDA and EPA in addressing the issue of fish and <br /> <br />wildlife habitat values foregone. <br /> <br />The Council expresses its <br /> <br />appreciation for the coordination by the FWS & scs in addressing <br /> <br />.the Council's concerns. The Council understands that with respect <br />to the Price-San Rafael Rivers Unit, that FWS will issue a non- <br />jeopardy biological opinion on the unit with the proviso that no <br />implementation will take place until resolution is reached on the <br />payment of the depletion charge, thus permitting completion of the <br /> <br />EIS, <br /> <br />8 <br /> <br />-" <br />
