ISSUE IDENTIFICATION AND COPING STRATEGIES

Preliminary feasibility investigations are taking place in two reaches of the Green River: the
middle Green River from river mile 246 to 266 (in the Ouray area), and the lower Green River
from river mile 328 to 338 (in the lower Gray Canyon area). (If this project expands, this PIP
may be modified to address additional affected communities). Currently, two communities have
been targeted as affected by these preliminary nonnative removal efforts in their proximity.

Vernal Community - Middle Green River RM 246-266
Lower Green River - Gray Canyon stretch RM 328.338

Issues:

A) An~ler concern - A substantial catfish angling community exists in these areas. Their
interests and concerns on progress and direction of this study will be assessed.

B) Fish disposition - UDWR is aware of the sensitive nature of where and how fish are disposed.
Options for the most humane, sanitary and ecological methods are being evaluated.

C) Ute Tribe relations - UDWR intends to have good working relations with the Ute Tribe.
Special concerns with this project that relate to areas within their jurisdiction will be addressed.

D) Public Education -It is important for the general public to understand the ecological reasons
for this project to ensure their confidence that the project is necessary. The public should also
know that this project will be evaluated to determine if it is effective at reducing threats to
endangered species during these preliminary investigations.

Coping strategy:

A) Angler concern
1) Landowners near removal sites, particulary in the popular Ashley Creek area, will be
contacted to alert them of UDWR activity. Fishing license concessionaires will be alerted
of ongoing efforts so they can inform the fishing public.

2) Efforts will be made to maintain catfish angling opportunities where catfish do not
affect native endangered fish species.

3) Anglers will be informed of alternative sites or waters that will provide angling
oppurtunity.

4) UDWR Conservation Officers will be made aware of these efforts and educated so that
they can inform the fishing public of ongoing efforts and their angling options.

2 DRAFT
