We enjoyed the meeting and <br />appreciate the public involvement process which is taking place. <br />We desire to make written ,comments concerning concepts that <br />Western Area Power Administration (Western) should consider in <br />this Process. . <br /> <br />, <br />, <br />With the change in operation df the hydro power system, the <br />loss of capacity available to Western customers may change the <br />nature of the CRSP hydropower reso~rce as we have known it since <br />its inception. As the load factor:on the CRSP resource <br />increases, for many Western customers this resource will no <br />longer be the peaking resource that it has been in the past. For <br />Moon Lake Electric, with our high $ystem load factor, we want to <br />work closely with Western and utilize the opportunities created <br />by the changes taking place. I <br />! <br /> <br />The following paragraphs outl~ne principles we would like to <br />see implemented by Western: <br /> <br />1. Even though there will be a loss of capacity available <br />from the CRSP resources dictated by the GCPA, we feel strongly <br />that Western should honor their e~isting ,contractual agreements <br />with current customers by offerins replacement capacity at <br />replacement rates set by Western,! Customers should then make the <br />decision to accept Western's offet or select other options <br />available outside Western's offer~ <br /> <br />2. We feel that such replac~ment capacity offered should <br />have a load factor determined, not by the CRSP hydraulic system <br />but by the customer's needs.
