Dear ,Mr. Maxey:

I regret I was unable to comment in person in Phoenix
today; because of illness I was not there. Please accept my
written comments instead.
I feel the question of replacing lost Glen Canyon Dam
power contains the following aspects. First, there will
never be enough power. Glen Canyon, even running full
steam, can only produce so much power. This for sale to an
ever expanding population that daily has more demand for
electricity. That is a lose-lose situation. At some point
there will not be enough to go around.
I also feel that WAPA and other large producers of
electricity have not adequately educated the public in
conservation measures, Yes, I think you've tried, but
somehow energy effioienoy remains a vague concept to the
general populace. I feel you are trying to meet an ever
increasing demand rather than directing its course. Public
education is the key to this, and WAPA is in the enviable
position of possibly becoming a great teacher.
I would like to see alternative energies, such as
solar and wind, addressed seriously at all levels of
government. Solar, especially in the Southwest, the very
place it should be on every rooftop, is barely acknowledged
as a viable alternative. True, you cannot weld aluminum
with it, but you can operate an ordinary home on ~he stuff.
Tax relief, possible rebates, home subsidies and other
incentives, could playa pivotal role in this process. Also
WAPA could, possibly, enter another business: market the
technology, hardware and expertise to make community-wide
solar applications possible. WAPA can only gain from this,
in customer appreciation, revenue enhancement, and energy
conservation.
Thank you for conSidering my comments.

Best wishes,
