<br /> <br />Relationship to Replacement Resources Process: It is expected that the <br />GCD EIS will be completed prior to the draft Replacement Resources <br />Methods Report and that the SLCA can be expected to incorporate long- <br />term operating criteria as specified by the Record of Decision within the <br />final Methods Report. <br /> <br /> <br />Energy Planning and Management Program (EPAMP) EIS <br /> <br />The Western-wide Energy Planning and Management Program draft EIS <br />was published in April 1994. This program is a two-part proposal <br />consisting of (1) the Energy Management Program and (2) the Power <br />Marketing Initiative. <br /> <br />The Energy Management program requires SLCA customers to prepare <br />and implement IRPs as required in the Energy Policy Act of 1992. IRP is <br />defined as the planning and selection process for new power (energy and <br />capacity) resources that evaluates the full range of alternatives. The range <br />of alternatives includes new generating capacity, power purchases, <br />energy conservation and efficiency, co-generation, and renewable energy <br />resources. The range of alternatives is evaluated by an electric utility to <br />provide adequate and reliable service to its electric customers. Utilities <br />must consider both demand-side and supply-side resources on an equal <br />basis in providing electricity at the lowest possible cost and minimize, to <br />the extent practicable, adverse environmental effects. <br /> <br />The Power Marketing Initiative proposes to extend a major percentage of <br />the customers Federal power resources currently committed to by the <br />SLCA. <br /> <br />The draft EIS included a range of alternatives with no preferred alternative <br />selected by Western. The final EIS is scheduled to be published in <br />January 1995 and the ROD to be published in March 1995. <br /> <br />Relationship to Replacement Resources Process: Western announced its <br />commitment to begin a public process to incorporate IRP principles in its <br />resource acquisition and transmission planning processes in the Federal <br />Re(:ister on August 9, 1994. Western anticipates the publication of <br />proposed IRP principles in November 1994. Western is seeking public <br />comments prior to adoption of formallRP procedures. Western expects <br />that these iRP procedures will precede the development of the draft <br />Methods Report and that the 5LCA can be expected to incorporate final <br />applicable IRP procedures within the draft and final Methods Report.
