The purpose of <br />this packet is to give background information on the <br />Replacement Resources Process Western is undertaking. It <br />summarizes Western's roles and responsibilities. It discusses the Replace- <br />ment Resources Methods Report that will be prepared through this <br />process and submitted to Corygress. The relationship of this process to <br />several other important processes is discussed along with the need to <br />implement a schedule which' coincides with those processes. <br /> <br />On October 30, 1992, the President signed into law the Reclamation <br />Projects Authorization and Adjustment Act. Title XVIII is known as the <br />Grand Canyon Protection Act of 1992 (the GCP Act). The GCP Act directs <br />the Secretary of the Interior ~i:J "operate Glen Canyon Dam (GCD) in <br />accordance with the additio~al criteria and operating plans. . . and <br />exercise other authorities un,der existing law in such a manner as to <br />protect, mitigate adverse impacts to, and improve the values for which <br />Grand Canyon National Park and Glen Canyon National Recreation Area <br />were established." <br /> <br />. Section 1 B09 of the GCP Act states that the Secretary of Energy <br /> <br />. . . in consultation wirh the Secretary of the Interior and with <br />representatives of the Colorado River Storage Project power <br />customers, envlronm~ntal organizations and the States of <br />Arizona, California, Colorado, Nevada, New Mexico, Utah, <br />and Wyoming shall Identify economically and technically <br />feasible methods of replacing any power generation that Is lost <br />through adoption of long-term operational criteria for Glen <br />Canyon dam. <br /> <br />This section further states that <br /> <br />. . . the Secretary sh~1I present a report of the findings, and <br />implementing draft I~glslation, if necessary, not later than <br />2 years after adoptior of long-term operating criteria. <br /> <br />Western Area Power Administration (Western), a power marketing agency <br />of the Department of Energy, will act on behalf of the Secretary of Energy <br />in conducting the study a(ld preparing the report. <br />
