Burnett, <br /> <br />Pursuant to your request, we have revie'.-led your draft <br />environMen~al statement for Bear Creek Lake, Colorado, dated <br />September 1971. We believe that this statement accurately <br />reflects the environmental impact of the construction of the <br />Bear Creek Dam. As you point out, the proposed reservoir area <br />has suffered serious impact from mining operations, overgrazing <br />by domestic animals, the construction of roads and the utilization <br />of the area for homes and Dusinesses. <br /> <br />The present area has no significant value for fish or <br />wildlife and ;Jecause of activities of man its prir,litive state ha,s; <br />been almost entirely des'troyed. The construc'tion of the projec'c <br />\"ould permit 'the opera'tion of a cold water fishery and would <br />further permit the restoration of a large part of the area to its <br />original condition. <br /> <br />We believe that any loss of environment occasioned by <br />Dle construction of Dle dam and the subsequent operation of the <br />reservoir will be entirely overshadowed by the benefits to be <br />gained from 'the flood concrol features, the establishment of a <br />cold water fishery and the restoration of much of the reservoir <br />area 'to its original sta'te as nearly as can be achieved at this <br />time. <br />
